LEARNING & DEVELOPMENT MANAGER

Are you passionate about creating and delivering high-quality learning experiences that make a real difference in public-sector HR? Pooling Resources, Inc. (dba POOL/PACT HR), a unique Nevada-based nonprofit, is seeking a Learning & Development Manager to join our dynamic team. We provide HR consulting, training, and education services tailored specifically for local government entities across Nevada.

The Learning & Development Manager plays a key role in designing, developing, delivering, and managing the training programs we provide to our member organizations. This position blends instructional design expertise, adult-learning principles, training facilitation, project management, and HR knowledge to create effective, engaging professional development opportunities.

In this role, you will:

  • Design and develop new facilitator-led and web-based training programs
  • Deliver in-person and virtual training to member organizations across the state
  • Partner with subject matter experts to ensure content accuracy and alignment with member needs
  • Create facilitator guides, participant materials, videos, and multimedia learning assets
  • Evaluate training effectiveness and implement continuous improvements
  • Refresh and redesign existing trainings using modern instructional strategies
  • Plan and coordinate regional trainings delivered by internal staff and outside providers
  • Support the design and administration of our annual training conference, including agenda development, speaker coordination, sponsorships, logistics, and marketing
  • Conduct HR-related research and prepare written materials
  • Consult with staff and member organizations to assess training needs and recommend learning solutions
  • Lead special projects and, when assigned, supervise administrative support staff

The ideal candidate will have:

  • Bachelor’s degree in Instructional Design, Human Resource Management, Organizational Development, Public Administration, or a related field
  • At least two years of progressively responsible HR experience
  • At least two years of instructional design experience, including curriculum development and adult-learning application
  • Experience delivering instructor-led training, both in-person and virtually
  • Experience developing on-demand (web-based) training
  • Strong writing skills and the ability to present complex topics in a clear, engaging way
  • Proficiency with instructional design software and on-demand/eLearning tools (e.g., Articulate 360, Rise)
  • Excellent project management and organizational skills
  • Customer-service orientation and the ability to work collaboratively
  • Experience planning or supporting conferences or large training events
  • Familiarity with Nevada public-sector HR practices
  • Nationally recognized HR or L&D certification (e.g., SHRM-CP/SCP, IPMA-SCP, ATD, PHR/SPHR)

Our competitive salary starts at $70,000 and is dependent upon qualifications.
Our comprehensive benefits include medical, dental, vision, and life insurance; 18 days PTO accrued in the first year plus 12 paid holidays; and employer-paid SEP IRA after one year.

The Learning & Development Manager reports to the General Manager and works Monday through Friday from 8 a.m. to 5 p.m., with occasional evenings and weekends. This position requires statewide travel, including overnight trips, to deliver training and support member needs.
