Job Description And Duties

The California Department of Social Services, Legal Division, is recruiting to fill one permanent, full-time Legal Analyst position in the Enforcement Branch. The position will be filled in Sacramento, Oakland, or Riverside.

The Legal Analyst provides paralegal and technical support to the attorneys in the Enforcement Branch of the Legal Division. Duties include: Analyzing legal issues, facts and evidence; assists attorneys with requests for documents by members of the public; supports Enforcement’s use of workflow and software programs; supports data tracking and maintains and utilized databases; develops Enforcement training programs.

The Legal Analyst must have ability to analyze legal issues accurately and present those issues in writing in an effective manner. Must be able to work cooperatively with attorneys, other paralegals, support staff, licensing staff, and the public. Legal Analyst positions are eligible for a regular remote-centered telework schedule. Telework may be allowable based on operational needs for employees who can perform their essential functions remotely and/or whose duties are conducive to teleworking per the CDSS Telework Program Guidelines. The incumbent will need to report to the nearest legal office (Sacramento, Oakland, Riverside) when in the office.

Applicants are required to submit an Examination/Employment Application (STD. 678) and a Statement of Qualifications (SOQ). The SOQ is a narrative discussion of how the applicant's education, training, experience, and skills meet the desirable qualifications for the position. The SOQ may also serve as documentation of the applicant’s ability to present information clearly and concisely in writing, since this is a critical factor to successful job performance.

The selected candidate will be subject to a criminal record background check clearance by the Department of Justice and the Federal Bureau of Investigation.

Training and Development assignments may be considered based on the availability of eligible candidates and are subject to approval by the Hiring Authority prior to appointment. Training and Development assignments are temporary in nature and shall not exceed twenty-four (24) months.

Candidates who reside outside of the State of California may be admitted to the job interview, but they must provide proof of residence in California prior to being eligible for appointment.
