SUMMARY

Responsible for managing the library building and the collection, supervising library staff engaged in various phases of library operations, and for providing library services to the residents in the community and the area at large as well as assessing needs to improve services.

  • Provides guidance on long and short-term goal setting, daily operations, and services to the public.
  • Assists in developing, implementing and evaluating library policies, procedures and programs.
  • Assists in developing the library's operating capital and grants budgets.
  • Directs the vision, technical, youth, public, marketing, cultural, and outreach services and implements them in the absence of other professional staff.
  • Administers and evaluates public services, educational reference, reader's advisory, community social services, children's services, marketing and outreach communication, setting measures, educational, senior, cultural programming and public information; creates action plans and implements in the absence of other staff.
  • Selects and evaluates library staff; supervises staff and provides guidance and direction on a daily basis.
  • Communicates and implements administrative decisions, directives, policies and regulations to library staff and the general public.
  • Schedules staff and monitors attendance to ensure adequate staff coverage at all times.
  • Ensures effective and efficient coordination of services through thorough communications with staff.
  • Provides staff support to the Library Board and Friends of the Library by providing assistance with meetings, preparing reports, and implementing policy decided by the Board.
  • Keeps abreast of current library trends and issues through professional literature, workshops, and professional affiliations.
  • Responds to citizen's complaints and concerns.
  • Handles personnel issues as they relate to supervising staff, acting on successful resolution of problems to include recommending disciplinary action.
  • Oversees the preparation of forms to include attendance sheets, purchase orders, building repairs, and supply orders.
  • Develops and monitors updates to the library's state mandated planning documents.
  • Monitors the continuous review of the library's annual and long-range planning documents to ensure goals and objectives are met.
  • Prepares the annual departmental budget, presents and defends the budget request before the Library Board and Town or City Council.
  • Directs and controls the expenditure of departmental fund allocation within the approved budget; supervises collection development spending, department expenditures and administers all grant funding.
  • Prepares monthly, annual and special narrative and statistical reports and analyses as required.
  • Monitors the library's technology to ensure proper functioning.
  • Interacts and communicates with a variety of groups and individuals to include the general public, patrons, staff members, city staff, managers and supervisors.
  • Represents the library and provides leadership at regional, state and national committees writes papers for publishing and presents at conferences in order to promote the library's innovative practices.
  • Performs other related job duties as assigned.


PHYSICAL REQUIREMENTS

Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through personal contact, the use of the telephone and/or other City-issued technology devices. Primary functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach and twist under desks and around furniture; to lift, carry, push, and/or pull moderate to heavy amounts of weight up to 20 lbs.; to operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and toverbally communicate to exchange information.
