General Description

The Region Manager is responsible for leading multiple branch locations and managing core library service areas and associated teams. The schedule for this full-time position is Monday through Friday, 8:00 AM to 5:00 PM, and is located in Beverly Hills, Florida.

Essential Functions

  • Supervises, plans, and coordinates work of assigned staff. Reviews and evaluates employee performance and completes performance evaluations. Counsels staff and initiates commendations or disciplinary action when appropriate.
  • Delivers excellent customer service at multiple branch locations.
  • Provides leadership and direction to branch supervisors, librarians, and other subordinate staff.
  • Coordinates and provides leadership to the Instruction and Research team and other library service area teams and associated work groups.
  • Oversees, advises, and assists librarians and supervisors in quarterly activity planning, classes and curriculum development, programming, and public and staff training.
  • Supports library’s collection development and programming goals.
  • Performs operational work, as needed, in the branches and assures adherence to policies and procedures.
  • Assists in system-wide strategic planning, administers, and evaluates library services and programs.
  • Composes original reports, business correspondence, and other written materials.
  • Approves and monitors expenditures for branches and service areas.
  • Participates in meetings with the Friends of the Library groups, Library Advisory Board, agency partners and organizations, and members of the public.
  • Conducts outreach and speaks to various community groups.
  • Researches, writes, and implements grant initiatives.
  • Performs other duties as required.

Minimum Requirements

Education, Training, and Experience
  • Bachelor's degree with additional training equivalent to two years of post-graduate studies. Master’s degree in Library Science preferred.
  • Minimum of one (1) year direct management or supervisory experience with a minimum of five (5) years of library experience.

Skills and Abilities
  • Requires ability to maintain courteous and effective relations with County staff, elected officials, community interest groups and the public.
  • Must have strong working knowledge of computers and be proficient in the use of Microsoft Office Suite of Products (i.e., Outlook, Word, Excel, etc.) and integrated library systems, as well as a strong familiarity with mobile devices including smartphones and tablets.
  • Must have strong working knowledge in the principles and methods of professional public library service.
  • Ability to work after normal business hours (may include nights, weekends, and holidays).
  • Ability to effectively communicate (verbally and in writing) in a clear, confident manner using proper grammar.

Certificates, Licenses, and Registration
  • Valid Florida Driver License (or must obtain within 30 days of establishing residency in Florida), or valid Florida Identification Card is acceptable only for positions not required to drive a county vehicle.
  • Must have or be able to obtain within 90 days certification in FEMA National Incident Management System (NIMS) courses:
    • IS-100.c: Introduction to the Incident Command System (ICS)
    • IS-200.b: ICS for Single Resources & Initial Action Incidents
    • IS-700.b: An Introduction to the National Incident Management System
    • IS-800.c: National Response Framework, an Introduction

Physical Requirements/Work Environment
  • Requires sitting most of the time.
  • The job requires occasionally carrying and lifting to 20 pounds
  • The job requires frequent balancing.
  • The job requires the completion of tasks that involve simple grasping. fine manual manipulation, typing, pushing, and pulling.
  • The job requires normal visual acuity and field of vision, hearing, speaking, color perception, and depth perception.

Emergency Response/Recovery Activities
  • All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens. Emergency response duties may also include driving and/or operating a county vehicle or equipment and employees must obey all safety policies, and roadway rules and laws.

Medical Insurance - (Carrier: Florida Blue): Employee Premium is $50.00 monthly. Dependent coverage is available with bi-weekly premiums (please review detailed premiums using the link below).

**Wellness Incentive: New Hires will have the option of submitting to a nicotine test during the pre-employment physical. Those that are nicotine free will receive a $50 wellness incentive monthly applied towards their health premium costs. New hires that are not nicotine free are eligible to receive the wellness incentive once a tobacco cessation course has been completed and the Employee Health & Wellness Center is provided with a copy of their completion certificate.

Employee Health & Wellness Center: Employee Premium is $0.00 when covered under Medical Insurance. Dependent coverage is $0.00 when covered under Medical Insurance.

Vision Insurance: Employee and Dependent coverage is available with low monthly premiums.
