The Licensed Therapist provides psychotherapy services to individuals, and groups enrolled in the Partial Hospitalization Program (PHP), Intensive Outpatient Program (IOP), and Outpatient (OP). This position ensures that all services are delivered according to the Idaho Administrative Code, the Idaho Behavioral Health Plan (IBHP), and contractual standards established by Magellan Healthcare.
Therapists are responsible for conducting assessments, developing and implementing treatment plans, delivering evidence-based interventions, and documenting services to demonstrate medical necessity in accordance with 42 CFR § 438.210.
Regulatory Authority
- IBHP Appendix C – Lists PHP/IOP covered services, including individual, family, and group psychotherapy.
- IBHP Provider Handbook Supplement (2025) – Requires therapists to complete ANSA certification, background checks, and compliance training.
- Magellan Organizational & Facility Handbook – Requires treatment record reviews, quality monitoring, and evidence-based practices.
- 42 CFR § 438.330 – Mandates participation in Quality Assessment and Performance Improvement (QAPI).
- 42 CFR Part 2 / HIPAA – Governs confidentiality of therapy records.
Key Responsibilities
1. Assessment & Admission Support
- Conduct biopsychosocial assessments (CDAs) for all new admissions.Administer and score for ANSA (Adult Needs and Strengths Assessment) for adults, as required by IBHP.
- Collaborate with prescribers and nurses during intake to ensure comprehensive admission documentation.
- Determine appropriateness of PHP/IOP level of care and medical necessity in accordance with Magellan Care Guidelines.
- Outcome Measures: Must administer and document outcome tools (e.g., PHQ-9, GAD-7, ANSA updates) at regular intervals and integrate results into treatment planning.
2. Treatment Planning
- Develop individualized treatment plans within 7 days of admission, signed by yourself, patient, prescriber, and Clinical Supervisor.
- Review treatment plans every 14 calendar days for PHP clients, 30 days for IOP clients, and update goals based on patient progress.Incorporate recovery-oriented, evidence based, and resiliency-based interventions, as required by IBHP philosophy.
- Define measurable SMART goals and discharge criteria at admission and review them throughout care. Ensure treatment planning reflects cultural needs, trauma history, and patient/family input consistent with IBHP’s recovery-oriented care model.
3. Therapy Services
- Facilitate group therapy sessions for all programs as needed.
- Provide individual psychotherapy sessions for clients as clinically indicated.
- Provide family therapy sessions for clients as clinically indicated.
- Utilize evidence-based modalities, including but not limited to CBT, DBT, MI, trauma-informed care, and relapse prevention.
- Adjust interventions in response to progress, relapse, or new presenting issues.
4. Documentation
- Complete progress notes no later than 24 hours of each service.Link interventions to treatment goals and demonstrate medical necessity per 42 CFR § 438.210(d).
- Document patient participation in group therapy with individual-level outcomes noted.
- Complete discharge summaries within 7 days of discharge date.
- Ensure documentation meets Magellan treatment record review standards.
5. Risk Assessment & Crisis Management
- Conduct suicide risk assessments at admission and weekly thereafter.
- Develop individualized safety plans with at-risk patients.
- Intervene in crises using least-restrictive de-escalation strategies.
- Collaborate with crisis teams or hospitals when emergency psychiatric stabilization is required.
6. Team Collaboration
- Participate in weekly multidisciplinary treatment team meetings.
- Share clinical insights with prescribers, nurses, case managers, and peers to ensure holistic care.
- Contribute to discharge planning and coordinate with outpatient providers for continuity of care.
7. Compliance & Quality Assurance
- Maintain active Idaho licensure without restrictions.
- Complete IBHP-required training, including cultural competency, HIPAA, 42 CFR Part 2, and clinical documentation standards.
- Participate in Magellan’s quality improvement initiatives, including treatment record reviews and outcome reporting.
- Adhere to fraud, waste, and abuse prevention requirements under 42 CFR § 438.608.
- Ensure adherence to mandatory reporting laws, patient rights protections, and nondiscrimination policies.
8. Other Duties

Staff Role Collaboration
- With Clinical Director: Ensure treatment plans meet standards and audits show compliance.
- With Prescriber: Align therapy interventions with medication management strategies.
- With Nurses: Monitor patient health and reinforce psychoeducation.
- With BHTs: Supervise paraprofessionals in group facilitation under supervisory protocol.
- With Case Managers/Peers: Incorporate recovery supports and aftercare planning.
- With Administrative Staff: Ensure documentation supports billing and authorizations.
Required Qualifications
- Master’s degree in Social Work, Counseling, Psychology, or related field.
- Current Idaho license: LMSW, LCPC, LPC, LMFT, or Psychologist (independent level).
- Idaho DHW Background Check Unit (BCU) clearance.
- Certification in ANSA within 6 months of hire.
- Familiarity with Magellan Care Guidelines and IBHP PHP/IOP service requirements.
Performance Expectations
- 100% of treatment plans completed and signed within 7 days of admission.
- Documentation reviewed with no critical deficiencies during Magellan audits.
- Consistent use of evidence-based practices in group and individual therapy.
- Active participation in QA activities and team meetings.
Working Conditions
- Full-time, exempt role.
- Primarily office-based with therapy delivered in designated group rooms and personal office space.
- May provide telehealth services as permitted by IBHP.
- Requires flexibility for evening or weekend family sessions (minimal).
Accountability
The Licensed Therapist reports to the Clinical Supervisor and works collaboratively with the treatment team. The therapist is accountable for ensuring that services meet IDAPA, IBHP, and Magellan requirements while advancing the program’s recovery-oriented philosophy.
