1. Role Purpose
The
Local Content (LC) Performance Lead
is a strategic role responsible for driving the localization of high-specification Oil & Gas equipment manufacturing in the Sultanate. The primary objective is to maximize
In-Country Value (ICV)
by transitioning the supply chain from international imports to local production while maintaining strict adherence to international safety and quality standards (API, ASME, ISO). This role ensures that localization initiatives are not only compliant with
Oman Vision 2040
but are also commercially sustainable and technically sound.
2. Key Responsibilities
Performance Management & Execution

Strategy Implementation:
Execute the localization roadmap for specific O&G equipment categories (e.g., OCTG Wellheads, Valves, Downhole Tools, Pressure Vessels).

LC Monitoring:
Develop and manage a performance dashboard to track the key pillars of the LC Framework, specifically focusing on
Local Sourcing
and
Fixed Asset Investment
in manufacturing facilities.

Contractual Compliance:
Collaborate with Procurement to embed LC weighting into tenders and monitor contractor performance against "Committed LC" vs. "Actual LC."

Value Leakage Analysis:
Identify and report on "value leakage" points where manufacturing spend is exiting the country and propose actionable localization solutions.
Technical Localization & Quality Assurance

Technology Transfer:
Oversee Joint Venture (JV) agreements between International OEMs and local partners to ensure genuine transfer of technical IP, specialized machining skills, and engineering know-how.

Standardization:
Work with technical teams to standardize equipment specifications to aggregate demand, making local manufacturing more economically viable.
Supply Chain & SME Development

Market Mapping:
Maintain an up-to-date database of local manufacturing capabilities and identify gaps in the "sub-tier" supply chain (e.g., local forging, heat treatment, or specialized coating services).

Ring-Fencing:
Identify and recommend specific equipment scopes to be "Ring-Fenced" for local manufacturers as market maturity increases.

SME Development:
Facilitate the entry of Omani SMEs into the O&G manufacturing value chain through mentorship and "Business Matchmaking" events.
Stakeholder Engagement & Liaison

Regulatory Alignment:
Act as the focal point for the Ministry of Commerce, Industry and Investment Promotion (MoCIIP), OPAZ, the Ministry of Energy and Minerals (MEM) and O&G Operators.
3. Required Qualifications & Experience
-
Education:
Bachelor’s degree in
Mechanical Engineering, Industrial Engineering,
or
Supply Chain Management
. An MBA or professional certification (CIPS/PMP) is highly desirable.

Experience:
* Minimum of
10 years
in the Oil & Gas industry, with at least
5 years
in a Local Content, ICV, or Strategic Procurement role.

Proven experience in
O&G manufacturing environments
(machining, fabrication, or assembly).

Technical Knowledge:

Deep understanding of the
Omani ICV Blueprint Strategy
and the
National Program for Enhancing Economic Diversification
.

Familiarity with
API standards
and the technical pre-qualification processes for Major Operators (PDO, OQ, Oxy, etc.).

Expertise in
Total Cost of Ownership (TCO)
modeling.
4. Core Competencies

Ability to influence International OEMs to invest in local facilities.

Proficiency in data analytics tools to track complex spend data.

Ability to manage long-term localization projects that span multiple years from "Design" to "First Local Product."
