Job description
Responsible for embedding and governing Local Content (LC) requirements across the end-to-end sourcing and contract lifecycle of Riyadh Holding Company, ensuring compliance with LCGPA regulations, NPML requirements, and RHC Local Content Policy and Procedures. The role leads LC coordination with internal stakeholders and external authorities, maintains evidence and reporting, and supports company-level LC measurement and mandatory regulatory submissions.
Key Responsibilities:

Act as the official Local Content Representative appointed by Procurement; coordinate and communicate with LCGPA and other stakeholders regarding all LC-related activities and correspondence.

Embed LC requirements in sourcing activities (business requirements, SOW/specifications, RFx, evaluations, award recommendation, and contract/PO creation) in line with RHC governance.

Perform NPML (National Product Mandatory List) checks; ensure tender documents and offers comply. Manage and document any NPML exceptions with supporting evidence for authority reporting.

For applicable high-value service/mixed contracts (≥ SAR 50M), ensure LC weight in financial evaluation is applied and that bidders submit LC Baseline and Target scores; exclude non-compliant bidders as per requirements.

Apply national product price preference rules within supply/mixed contracts when relevant, and ensure suppliers provide certificates of origin; treat products without valid proof as non-national where applicable.

Ensure SME preference requirements are applied where relevant, including validating Monsha’at certificates and subcontracting evidence.

Draft and review LC clauses for tender documents and contracts, including baseline/target commitments, periodic/final reporting, penalties, and audit requirements.

Monitor contractors’ LC performance throughout contract execution; collect periodic reports for multi-year contracts and ensure final LC reports are supported by audited certification where required.

Prepare and submit mandatory reports to the authority, including the annual LC performance report and the semi-annual/annual report for NPML exception cases, ensuring completeness and evidence trails.

Support annual company-level LC measurement activities, data collection, internal validations, and obtaining the official LC measurement certificate within required timelines.

Maintain LC evidence repository, dashboards and trackers (Excel/ERP/SharePoint), and provide management insights on compliance, risks, and improvement opportunities.

Conduct awareness sessions and guidance for internal stakeholders and suppliers on LC requirements, processes, and documentation.
Job Requirements:

Education: Bachelor’s degree in supply chain, Business Administration, Finance, Engineering, Economics, or a related field.

Experience: 3-5 years of relevant experience in procurement, contracts, compliance, local content/government requirements, or performance reporting (experience in government-owned entities or regulated environments is a plus).

Knowledge: Solid understanding of LCGPA requirements, NPML, national product/SME preference mechanisms, and contract compliance monitoring.

Preferred Certifications: CIPS (or equivalent), Compliance/Risk, or LC-related training/certification
