About the Housing Development Corporation (HDC)

The Housing Development Corporation (HDC) is a nonprofit affiliate established by the Housing Authority of the County of Monterey (HACM) to support and expand the agency’s mission through more flexible and innovative housing solutions. While HDC falls under the broader oversight of HACM, it operates independently in many day-to-day functions—particularly in property management and asset oversight—allowing it to manage real estate holdings that are not restricted by federal public housing or Section 8 regulations.

HDC is responsible for the management, maintenance, and tenant services of properties developed, acquired, or rehabilitated through non-HUD funding sources, including tax credit and other mixed-finance models. These properties adhere to high standards of compliance and affordability while allowing for more agile decision-making, customized resident services, and operational strategies.

DEFINITION/PURPOSE

The Maintenance Technician is responsible for performing a wide range of building and grounds maintenance tasks across HDC-managed residential properties and facilities. Duties include general repair, custodial support, landscaping, construction-related tasks, and technical installations. This classification allows for a broad scope of responsibilities depending on experience, training, and work assignments.

SUPERVISION RECEIVED AND EXERCISED

Receives supervision from a Regional Maintenance Manager and may receive lead direction from a senior technician or supervisor. May occasionally provide informal guidance or training to newer staff, temporary workers, or contractors.

ESSENTIAL JOB FUNCTIONS

• Perform general custodial work, including sweeping, mopping, waxing floors, and cleaning restrooms and public areas.
• Conduct groundskeeping and landscaping tasks: mowing lawns, trimming trees, maintaining irrigation systems, and applying fertilizers or pesticides as needed.
• Complete routine maintenance repairs involving plumbing, electrical, painting, carpentry, and HVAC systems.
• Install appliances and fixtures such as stoves, garbage disposals, toilets, thermostats, water heaters, and light fixtures.
• Troubleshoot malfunctioning systems and recommend or execute appropriate repairs.
• Prepare vacant units for re-occupancy, including cleaning, patching, painting, and replacing flooring.
• Conduct move-in/move-out inspections and identify maintenance issues.
• Respond to after-hours emergency maintenance calls on a rotational or assigned basis.
• Maintain maintenance logs, work orders, and timekeeping records.
• Operate a variety of hand tools, power tools, and maintenance vehicles safely and effectively.
• Follow all safety regulations, including the use of personal protective equipment (PPE).
• Communicate respectfully with tenants, coworkers, and contractors.
• Coordinate with outside vendors and contractors as assigned.
• Adhere to building codes and internal agency standards during repairs or installations.

Requirements:

• Proficiency in using hand and power tools for basic and advanced repairs.
• Working knowledge of building systems including plumbing, electrical, HVAC, carpentry, and irrigation.
• Ability to follow written and verbal instructions and work independently or with a team.
• Physical ability to lift 50 lbs., climb ladders, crawl into confined spaces, and work in varied environmental conditions.
• Strong attention to safety procedures and hazard awareness.
• Ability to interact professionally with residents and staff and resolve maintenance-related concerns.
• Familiarity with work order systems or basic reporting software is desirable.

LICENSES AND CERTIFICATIONS

• Valid California Driver’s License with an acceptable driving record required.
• Possession of or ability to obtain a pesticide applicator’s license may be required.
• HVAC or other trade-specific certifications desirable but not required.
• Must be insurable under HDC policies.
• Bilingual fluency in English and Spanish is desirable.

EDUCATION & EXPERIENCE

• A minimum of two (2) years of experience in general maintenance, construction, or facility repair. Additional experience in a specialized trade (e.g., plumbing, electrical, HVAC) is preferred.
• High school diploma or equivalent required.
• Trade school, technical certification, or apprenticeship training is desirable but not required.
