MDHA serves Nashville and Davidson County. The mission of MDHA is to create quality affordable housing opportunities, support neighborhoods, strengthen communities, and help build a greater Nashville.

MDHA employs over 300 staff members, has a budget of $200 million, and houses approximately 30,000 people, primarily through nearly 8,000 Section 8 Vouchers and over 6,800 apartments, which are mainly Project-Based Rental Assistance (PBRA) units, at 39 properties. MDHA is a housing authority, a community development agency, and a redevelopment agency.

Job Summary:

The Management Analyst performs advanced administrative, analytical, and compliance-related work. This role supports property management operations, compliance oversight, training, and systems implementation.

Duties and Responsibilities

Essential Functions

Administrative & Analytical Functions

  • Perform complex administrative and analytical tasks with minimal supervision, ensuring accuracy and compliance.
  • Conduct research, create, and implement programs and services to improve compliance and operational efficiency.
  • Prepare clear and concise reports, technical documents, and correspondence on specialized compliance and program areas.

Compliance & Regulatory Oversight

  • Interpret, explain, and apply Federal, State, and local regulations, policies, and procedures, including HUD notices, LIHTC Section 42 Requirements.
  • Ensure compliance with HUD, THDA, PBRA, Tax Credit, HOME, EIV, TRACS, and other regulatory requirements.
  • Track updates on compliance issues for LIHTC and HOME programs.
  • Manage compliance with lender and investor requirements, and coordinate inspections with HUD, THDA, and local municipalities.
  • Audit physical and electronic files quarterly for completeness and accuracy.
  • Coordinate file audits and property inspections with independent inspectors and complete all related documentation.
  • Assist with final reviews and approval processes for compliance.

Operational Support & Special Projects

  • Lead or assist with special assignments across departments, including studies on property operations, resident data, and rental income.
  • Organize and maintain housing-related documentation, including rent schedules, utility data, and rental income.
  • Support site staff during lease-up phases for new and existing properties.
  • Process gross rent changes upon HUD approval.

Training & Staff Development

  • Develop and deliver training programs for site-based staff on regulations, policies, procedures, and reporting.
  • Communicate policy changes and ensure timely implementation of property management policies.
  • In collaboration with HR, maintain training calendar, track completions, and deliver certifications.

Systems & Technology

  • Research and recommend reporting/tracking systems; assist with implementation.
  • In collaboration with the IT Systems Manager, ensure effective operation of housing software systems (e.g., Yardi, RentCafé)
  • Manage access and approval processes for EIV, TRACS, and CIC systems.

Audit & Recertification

  • Assist with audit preparation and documentation as directed by the Director of Compliance and Risk Management.
  • Monitor all recertifications of qualifying residents prior to effective dates and adhere to tax credits and HOME guidelines.

Employment Standards

Education and Experience Required

Bachelor's degree in social sciences, housing compliance, nonprofit administration, or similar degree, and three (3) to five (5) years of experience in compliance, affordable housing programs, or property management. Preferred certifications Housing Credit Certified Professional (HCCP), Certified Occupancy Specialist (COS), or similar.

Knowledge , Skills and Abilities Required

Interpersonal Skills

Ability to establish and maintain effective working relationships with public and private entities. Ability to communicate effectively with the residents of MDHA, the Board of Commissioners, and with departments and agencies of Metro Government. Speak effectively in public to small or large groups. Excellent group facilitation skills. Work collaboratively with service providers, community-based organizations, nonprofits, government organizations, and other relevant community stakeholders. Excellent written and verbal communication skills.

Technical Expertise

Knowledge of federal, state, and local laws and regulations, compliance practices. Detail-oriented; ability to analytically solve problems, make sound judgments, and exercise good decision-making ability to perform short and long-range planning.

Resilience

Willingness, mental and physical ability to perform the duties involved in this classification. Software Management

Skilled in Microsoft Word, Excel, PowerPoint, and other Microsoft software. Yardi, RentCafé EIV, and TRACS.

License(s) Required:

Valid Tennessee driver’s license,Tax Credit Compliance Certification, and Certified Occupancy Specialist (COS), or able to attain within one-year of employment.
