Salary: $45,243.11/annual minimum - $56,553.88/annual midpoint (Depending on qualifications)

Provides user-side administration of the development review operational software the City uses for permitting and other land management processes. Performs complex professional data-driven analysis to support the overall management decisions pertaining to development review, inspections and related processes. Work involves tracking and analyzing operational efficiencies as requested implementing and supporting special projects assigned by the City Manager’s Office (CMO). Work requires a high level of independent and creative thought to address operational issues, extensive contact with employees of affected departments, and a prompt response to their needs.

SUPERVISION

General supervision is provided by the Assistant Director of Planning and Development Services.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • All behaviors comply with the Code of Conduct and Rules of Behavior outlined in Chapter 8 of the General Government Policies and Procedures Manual.
  • Coordinates with departments that utilize the permitting software system regarding the creation and modification of new and existing process automation cases, workflows, reports, intelligent object formulation, custom fields, data and fee tables' maintenance, troubleshooting, planning, training and users' access security maintenance.
  • Provides advice, guidance, and counsel to department directors, division managers and section supervisors on technology implementation, software issues, including electronic plans management software and online development center services.
  • Assumes main point of contact role between system stakeholders and/or vendor, to resolve data interactions or system conflicts. Performs programming using system data to provide custom reports.
  • Evaluates and prioritizes user requests for system enhancements. Analyzes business processes, details findings and suggests re-engineering steps. Designs and conducts tests of new procedures.
  • Prepares reports on various workload indicators and completes performance measures reports monthly and annually.
  • Tracks, monitors and analyzes performance measures. Develops recommendations on operational technology improvements. Research new products, practices, procedures, and alternatives. Compose and maintain standards and procedures and provide feedback and coaching to departmental Super Users to improve effectiveness and efficiency.
  • Work with business units, stakeholder groups and other departments to plan and gather user requirements, and develop, validate and secure acceptance of business requirements documents. Translate business requirements into detailed functional specifications to be used for system configuration, and to create support, communication and training documentation.
  • Provide help desk services for system users working with IT and GIS staff as needed.
  • Assign user role permissions for all Customer Service software systems and maintain a schedule of users and permissions granted.
  • Establish training materials for all Customer Service software systems and coordinate regular training classes to ensure all users of the system are adequately trained.
  • Work with functional leads on submitting support tickets to software vendors and monitor all open support tickets to ensure issues are being resolved in a timely manner.
  • Facilitate monthly software system functional lead meetings.
  • Adheres to assigned work schedules as outlined in city and department attendance policies and procedures.
  • Chairs power user group meetings.
  • Collaborates directly with the City Manager’s Office on assigned special projects, which may include initiatives in strategic planning, interdepartmental coordination, legislative research, economic development, capital projects, grant administration, and operational program development for citywide priorities. Responsible for managing, tracking, and reporting on these projects to ensure alignment with Council goals and executive direction.
OTHER DUTIES AND RESPONSIBILITIES

  • Attend and participate in seminars, stay abreast of new trends and developments in the field of development services and code enforcement, plan review, inspections, and permit review, and any related fields that could benefit other City processes as it relates to technology.
  • Assist the Director of Neighborhood Services, the Director of Planning & Development Services, and other affected directors with data management, reporting and analysis to accomplish performance measurement goals and objectives.
  • Serve as a liaison for the Planning and Development Services Department on cross-functional City Manager Office projects, representing the department in meetings, workshops, and interagency collaborative efforts.
  • Support the preparation and administration of operating and capital budgets, feasibility analyses, grant proposals, or communications as assigned by the City Manager or Deputy City Manager, delivering technical, financial, and research support when needed.
  • Perform other duties as assigned.

MINIMUM JOB REQUIREMENTS

EDUCATION

Bachelor's degree from an accredited college or university with major coursework in graphic information systems, communications, development or business analytics, program evaluation, management information systems, or closely related fields.

Four years of progressively responsible professional experience in a closely related field may be substituted for a bachelor’s degree.

EXPERIENCE

At least two years of analytical experience with an emphasis working on information technology projects/systems. Experience in fostering and maintaining collaborative relationships with staff at all organizational levels.

LICENSES AND CERTIFICATES

Certification in the software, if available, (or equivalent) or the ability to obtain such certification within two years from the date of appointment.

Possession of a valid driver's license.

WORK SCHEDULE

Monday - Friday, 8 a.m. - 5 p.m.
