Summary
You will serve as a senior Management and Program Analyst technical expert responsible for planning and managing complex analytical and administrative functions for major program level, Mission Directorate-level, or Center Organization initiatives. You will provide high level advice to agency leadership, negotiate solutions on sensitive program issues, and develop innovative concepts, methods, or approaches that shape mission execution.
Duties
Help

Conceive, plan, and manage major program level, Mission Directorate–level, or department-level functions requiring development of new methods, concepts, or analytical approaches.

Lead analytical efforts supporting Mission Directorate or program portfolios; define standards and evaluation criteria for complex program reviews.

Evaluate proposed or modified legislation, policy, or administrative guidance and advise leadership on program or department implications.

Engage with high level internal and external stakeholders to negotiate and resolve issues involving significant programmatic or mission impacts.

Plan and direct vital programs that support Mission Directorate objectives and long term agency mission priorities.

Develop, interpret, and apply guidelines for assigned programs; serve as a technical authority on program direction and evaluation methods.

Oversee quality assurance, data validation, and analytical rigor across complex program assessments.

Prepare and deliver persuasive briefings and reports to senior leaders, ensuring alignment with Mission Directorate goals and program needs.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:

Developing new concepts, methods, or analytical approaches to address significant or unprecedented programmatic challenges;
-
Advising senior leaders on program or policy issues requiring substantial interpretation, negotiation, or coordination to support Mission Directorate / Department or Agency priorities; and
-
Negotiating solutions with high level stakeholders to resolve sensitive or controversial issues affecting program scope, cost, performance, or schedule.

Probationary Period
