Position: Program Manager – Central Data Management Office Platform

Languages required: English (written and spoken), Arabic

Job Summary: The Program Manager will lead CUSTOMERS enterprise-wide data transformation initiative, overseeing the implementation of a centralized data management platform using Microsoft Fabric, Azure, Databricks, PowerBI and Oracle EPM/BlackRock eFront integration across 10 business sectors. This role is responsible for delivering a comprehensive data integration, reporting & governance frameworks, ensuring regulatory compliance, and establishing CUSTOMERS as a data-driven organization through advanced analytics and AI capabilities.

Key responsibilities for this role include:

Program Leadership & Strategy (Must have)

• Lead multi-year, multi-phase data transformation program
• Coordinate implementation across all CUSTOMERS Business sectors (Finance, Investment, GRC, Legal, etc.)
• Manage program budget, timeline, and deliverables with executive stakeholder reporting
• Drive change management and organizational adoption of new data capabilities

Data Platform Implementation (Must have)

• Oversee Central / unified data platform Configuration, Design, Build, deployment and
• Manage Microsoft – Azure/Databricks/Fabric workspaces for data & analytics needs
• Coordinate system integrations (Oracle EPM and BlackRock eFront)
• Ensure scalable architecture supporting current and future business growth

Data Integration & Quality Management (Must have)

• Oversee data integration pipelines connecting all sector systems and applications
• Implement optimal data management and data quality validation processes
• Manage KPI integration and real-time performance monitoring implementation
• Ensure data accuracy, completeness, and consistency across all platforms

Governance, Risk & Compliance (Must have)

• Implement enterprise data governance framework using Microsoft Purview/other associated Governance tools & technologies
• Establish data quality standards and monitoring across all business sectors
• Ensure regulatory compliance (in accordance with SDAIA, NDMO regulations) and audit readiness
• Create data stewardship organization and accountability frameworks

AI & Analytics Enablement (Nice to have)

• Guide implementation of Azure OpenAI and conversational AI chatbot capabilities
• Oversee predictive analytics and machine learning model development
• Manage Power BI reporting framework and self-service analytics portal deployment
• Drive automated insights generation and intelligent search implementation

Organizational Development (Nice to have)

• Establish Central Data Management Office (CDMO) structure and operating model
• Manage vendor relationships with Microsoft, Oracle, and BlackRock
• Coordinate training programs and data literacy initiatives across all sectors
• Build internal capabilities for long-term platform sustainability

Qualifications:

Required Experience

• 10+ years program management experience in large-scale data and analytics implementations
• 5+ years managing Microsoft technology stack (Azure, Fabric, Power BI, Databricks)
• 3+ years experience with financial services or investment management data environments
• Proven track record managing programs with 15+ resources and $2M+ budgets

Technical Skills

• Strong understanding of data warehouse architecture and modern data platforms
• Knowledge of data governance frameworks and regulatory compliance requirements
• Experience with AI/ML implementation and advanced analytics platforms
• Familiarity with data integration patterns and ETL/ELT processes
• Understanding of cloud architecture and scalability considerations

Leadership & Management Skills

• Nice to have PMP or equivalent program management certification
• Proven ability to manage cross-functional teams and stakeholder relationships
• Strong change management and organizational transformation experience
• Executive communication and presentation skills for board-level reporting
• Experience establishing data governance organizations and operating models

Business Acumen

• Ability to translate business requirements into technical solutions
• Strategic thinking with focus on long-term organizational capability building

Education & Certifications

• Bachelor's degree in Computer Science, Information Systems, or Business Administration
• Nice to have Master's degree (MBA, MS)
• Nice to have Microsoft Azure or Fabric certifications preferred
• Nice to have Data management or analytics certifications (CDMP, CBIP) a plus
