Manager, Fiber/GIS

POSITION SUMMARY
The Manager, Fiber/GIS at GoldenStateNet is primarily responsible for the end-to-end solutions and designs of physical fiber paths across the California Department Technology’s Middle-Mile Broadband Network to support fiber-based services. This role involves managing the fiber engineering staff and long-term, high-volume projects such as customer laterals, ring designs, and greenfield projects.

EXECUTIVE RESPONSIBILITIES

  • Collaborate with Golden State Net and Brightscape’s management team in the development and implementation of the State of California’s strategy, initiatives and goals to build an open access network that drives revenue and increase market reach
  • Oversee a team of fiber engineering employees and contractors performing network operations including installation, operations and maintenance of fiber optic cable facilities for network augmentation
  • Lead the planning, design, installation, and maintenance of the fiber optic plant and its related telecommunications equipment and systems
  • Network Design: Create detailed routes for point-to-point, ring, and path diverse fiber services.
  • Technical Documentation: Deliver complex splicing schematics and design solutions for large-scale projects and relocations.
  • Inventory Management: Maintain the physical fiber plant database (specifically GE Smallworld, IQGeo, Vetro and Salesforce) by inputting asset data, fiber enclosures, and circuit assignments.
  • Cross-Functional Collaboration: Interface with Outside Plant (OSP) teams, Sales Engineering, and Network Inventory Specialists to validate project specs and delivery timelines.
  • Project Planning: Work with large datasets to plan long-term network growth and capacity augments over months or years

DEPARTMENT RESPONSIBILITIES:

Network Planning, Fiber Management Systems and Support to OSP/ISP Organization

  • Responsible for leading the team that is managing network planning and management for the California Dept. of Technology and Caltrans and other State Gov’t agencies in response to the State agencies’ requirements
  • Responsible for developing and managing the organization overseeing fiber optic interconnects, partner builds, hub site access and growing and developing methods and procedures for the California Dept of Technology and Caltrans and other State Gov’t agencies, in response to the State agencies’ requirements.
  • Provide department leaders with recommendations and best practices to achieve the goals of GoldenStateNet and the mission to deliver advanced networks to meet the State’s fiber network requirements
  • Recommend strategies and best practices to accomplish the goals of growing GoldenStateNet’s business model and ability to meet the network needs of community-based organizations in collaboration with GoldenStateNet’s executive team
  • Responsible for guiding multiple projects, including planning and implementing processes for the Golden State Network fiber deployment projects
  • Provide documentation and design schematics of fiber path and splicing work to be performed for fiber projects, relocations, and relocation activities
  • Maintain and update fiber network records in an internal database system, ensuring data integrity and accuracy of physical plant information
  • Ensure inventory of fiber circuits is accurate by inputting fiber usage data into inventory management database and maintaining information as changes occur
  • Provide documentation and design schematics of fiber path and splicing work to be performed for fiber projects, relocations, and relocation activities
  • Work with internal departments to ensure best practices and methods are used to accomplish organizational goals


QUALIFICATIONS

  • Education: Four-year degree in Engineering or equivalent telecommunications experience.
  • At least 10 years of fiber design and network engineering experience, focusing on large-scale networks
  • 5+ years of management of teams, overseeing fiber optic network deployments and construction
  • Ability to correspond effectively with a variety of functional teams and strong interpersonal skills for supporting cross functional teams
  • Proficient analytical, organizational, and time management skills, including the ability to effectively prioritize assignments
  • Minimum of 5 years fiber design experience including ring configurations, FTT projects, and high-volume site or splice deliveries.
  • Familiarity with development of jurisdictional and rights-of-way entities
  • General knowledge of permitting and ROW access
  • Experience or working knowledge of Optical DWDM Networks
  • Experience maintaining telecom network records, inventory systems, or database-driven network documentation preferred


Technical Proficiency:

  • Expertise in GE Smallworld, IQGeo, Vetro, Salesforce, and GIS-based platforms.
  • Advanced skills in Google Earth (producing and interpreting detailed KMZ files).
  • Proficiency in MS Office, specifically Visio and Excel; familiarity with Salesforce and GIS platforms is a plus


Knowledge Base:
Deep understanding of telecom and fiber plant installations, including ring configurations and high-volume site deliveries

Requirements:

  • Maintain and update fiber network records in an internal database system, ensuring data integrity and accuracy of physical plant information
  • Ensure fiber optic database is current by inputting data of physical fiber assets and fiber enclosures into the fiber management system
  • Ensure inventory of fiber circuits is accurate by inputting fiber usage data into inventory/fiber management databases and maintaining information as changes occur
  • Provide documentation and design schematics of fiber path and splicing work to be performed for fiber projects, relocations, and relocation activities

Typical Work Environment

Remote Flexibility: Many current Fiber Engineering roles at GSN are listed as remote-eligible within the United States

WORK HOURS:

The regular workweek is Monday through Friday, 8:00 a.m. to 5:00 p.m. Evening and weekend work may be required based on GSN business demands
