Position Description
The Anoka County Human Resources Department provides a full spectrum of workforce services and support including but not limited to classification and compensation, benefits, recruitment and selection, employee relations, labor relations, performance management, and organizational development.
We are seeking an experienced and collaborative leader to fill the role of Manager, Human Resources. This position will provide oversight for Anoka County’s Classification and Compensation program ensuring it is competitive, equitable and aligned with organizational goals. This role will conduct market analyses, evaluate job structures, and partner with HR and leaders to provide expert guidance on pay decisions, ensure compliance with laws and policies, and drive initiatives that support transparency, consistency, and fairness in compensation practices. This position will manage a team of individual contributors and will provide Human Resources business partner support to one or more departments.
This is a full-time, exempt, hybrid position. Interviews will take place the week of April 20th for those selected to move forward in the hiring process.

Anoka County Salary Schedule Grade 36: $85,363.20 to $119,496 ($41.04 to $57.45 per hour).

Work Location
This position will work at the Anoka County Government Center, located at 2100 3rd Ave, Anoka, MN 55303.
This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office.
Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m.
Job Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Manager, Human Resources – Compensation.
Manages the County’s Classification and Compensation program and related activities such as conducting market analyses and benchmarking studies to evaluate compensation program competitiveness to market, provides strategic oversight of the county’s job framework and job descriptions ensuring consistency, accuracy, and ongoing updates.
Works with Leaders, HR Business Partners and talent acquisition on job-related offers, applying market data to support internal equity and maintain organization-wide consistency.
Leverages market and compensation data to inform decision-making and support annual budget planning.
Communicates compensation concepts and educates senior leaders and other stakeholders on the organization’s compensation philosophy and programs.
Serve as primary point of contact ensuring timely, accurate, and collaborative support for all Classification and Compensation related initiatives.
Manage direct reports within the Classification and Compensation subfunction for the Human Resources Department. Directly guide and support individual contributors or offer guidance through a team of supervisors to prioritize workloads, coach/mentor team members, and collaborate and coordinate with leaders and teams throughout the county.
Contribute to the development of objectives, county goals, performance management, and policies and procedures. Define and execute HR strategies to accomplish county and department objectives. Develop workforce plans and maintain an understanding of external trends and issues that may impact county workforce targets.
Advise and make recommendations for succession planning, career progressions, mobility transfers, inter-jurisdictional transfers, promotions, demotions, and open competitive examinations.
Conduct high-level investigations and advise management on the resolution of employee issues, concerns, and/or conflicts. Interpret rules and regulations and make recommendations on corrective action, terminations, employee concerns, training, and organizational changes.
Qualifications and Requirements:
Minimum Knowledge, Skills, and Abilities Needed
Requires a bachelor’s degree and at least 5 years of job‑related experience, including at least 2 years of direct experience supporting classification and compensation programs and processes.
In lieu of the required education, an equivalent combination of education and experience may be substituted on a year‑for‑year basis.
Preferred Knowledge, Skills, and Abilities Needed
Degree in Business Administration, Human Resources, or related field.
Currently holds or is in the process of obtaining the Certified Compensation Professional (CCP) certification.
SHRM – CP or SHRM – SCP certification.
Experience in managing compensation programs in both public and private sector environments.
Knowledge of federal, state, and local employment laws.
Knowledge of Equal Employment Opportunity.

Strong written and oral communication.
Experience in conflict resolution and problem solving.
Experience making sound decisions and offering alternative solutions.
Physical Demands and Work Conditions
Standard office environment.
Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades, and brightness.
Hearing abilities required for general and phone communication, signals, and machine sounds.
Assignments are sedentary, occasionally alternating between sitting, standing, walking, crouching, and kneeling as required to perform job responsibilities. Frequent wrist and finger manipulation to complete computer work.
Occasional lifting of 10-20 lbs.
Equipment used includes computers, phones, and standard office equipment.
Occasional travel to other county work sites as needed. Travel between work sites may require driving a county vehicle and/or a personal vehicle.
