Role Overview

The Manager, Medicaid Proposal Writing is the day-to-day lead for the proposal writing team, reporting to the Director, Proposal Writing. This role translates the director’s strategy into clear plans and coaching for writers focused on state Medicaid managed care and other Medicaid government-sponsored health program procurements. The manager oversees assignments, quality, and compliance at the section level, provides hands-on mentoring and feedback, and personally writes and edits priority sections so responses are concise, evaluable, and aligned with Medicaid regulatory and procurement requirements.

The Manager, Medicaid Proposal Writing manages a team of proposal writers (and, as assigned, external writers) with a focus on execution, coaching, and quality. This role significantly influences the clarity, evaluability, and persuasiveness of written responses and section scores on Medicaid managed care and other Medicaid procurements. In addition, the Manager, Proposal Writing serves as the primary daily point of contact for writing questions and issues on active bids, escalating strategic decisions to the Director, Proposal Writing as needed.
