Manager of Fisheries and Wildlife

The Position

The Manager of Fisheries and Wildlife implements and manages fishery and wildlife management programs on East Bay Municipal Utility District (EBMUD) waters and watershed lands. The Manager manages a group of biologists, supervising biologists, and clerical staff engaged in the conservation and management of fish and wildlife, and represents EBMUD in regional and statewide forums on fishery, wildlife, and related topics. Broad knowledge and experience in fishery and wildlife biology as applied to management and conservation are essential. Duties include:

• Coordinating and collaborating with Planning and Operations staff to support fisheries and wildlife management program and water operations needs.
• Reviewing, recommending and implementing changes in fishery and wildlife management programs, policies and regulations; recommending plans to protect and enhance fish habitat and populations in all EBMUD waters and wildlife habitat and populations on watershed lands.
• Recommending the mitigation of fishery and wildlife habitat losses or the enhancement of habitat.
• Coordinating fish and wildlife management programs with the California Department of Fish and Wildlife (CDFW) and other governmental agencies; participates on technical and policy development committees with representatives of regional, state, and federal agencies, commercial fishing associations, and environmental interest groups, as an advocate for and advisor on EBMUD fishery and wildlife management programs.
• Supervising staff and managing contracts to conduct applied research related to fisheries and wildlife management programs; prepares proposals to apply for grant funding to enhance fisheries and wildlife.
• Overseeing compliance with the East Bay Habitat Conservation Plan and Mokelumne Watershed Safe Harbor Agreement and other jurisdictional permits and authorities including annual work plans and agency reports.
• Overseeing operating and capital budget and supporting documentation preparation for division; prepares final operating budget for presentation to Department Manager and Director; monitors, plans, and reports on expenditures and forecasts.
• Preparing, reviewing and/or implementing habitat development and management plans, annual assessment reports, California Environmental Quality Act (CEQA) documents dealing with fisheries and wildlife management, and EBMUD projects.
• Overseeing the contracted operation of the Mokelumne River Fish Hatchery and participating in statewide hatchery planning processes including development and implementation of Hatchery Genetic Management Plans.
• Participating in statewide initiatives that benefit fisheries and wildlife, water quality, and water supply as a natural resource technical expert.

The ideal candidate will have substantial experience and understanding of salmonid management programs within the Central Valley and Coastal California regions, as well as thorough understanding of the state and federal Endangered Species Acts.

The annual salary is $158,988 up to $241,140. Initial placement within the range is based upon qualifications. Appointment is typically made at or below the control point ($206,688 per year).

Requirements

1. Bachelor’s degree in fishery biology or wildlife management, zoology, or a closely related biological science.

2. Four years of work experience which has included increasing responsibility for fishery and wildlife management.

3. Physical ability and willingness to perform the critical and important duties of the job, including swimming for self-preservation, sitting, standing or walking for prolonged periods of time, exposure to a variety of weather conditions and where fire and poison oak are hazards.

4. Willingness and ability to work weekends, holidays and otherwise outside of office hours as needed.

The Selection Process

2. Candidates must achieve a passing score on each test part in order to advance to the next step in the selection process.

3. All qualified applications and supplemental responses will be competitively evaluated, with those candidates receiving a passing score to be invited to a panel interview.

4. Successful candidates will be placed on the hiring list, based on rank, for further consideration to fill the current regular vacancy, as well as others occurring over the next 12 to 24 months.

5. The probation period for this position is 12 months. For those holding civil service status the probation period is 6 months.

6. All employment offers are conditional, pending the results of a Live Scan background screening. All selected finalists must participate in the Live Scan background screening process to remain in consideration for EBMUD employment.
