    Manager of Human Resources Operations

    Position Summary
    The Manager of Human Resources Operations is responsible for the coordination, implementation, and continuous improvement of the district's human resources operational systems, including personnel processes, onboarding, compliance, and employee record management.
    This role ensures that all HR processes are efficient, accurate, compliant, and responsive to the needs of schools and staff.
    The Manager oversees day-to-day HR operations, ensuring that hiring actions, onboarding processes, certification verification, and personnel transactions are completed in a timely and compliant manner.
    This role serves as the operational backbone of the Talent Department, ensuring that all personnel systems function effectively to support staffing, retention, and workforce stability.

    Certification Requirements (NJDOE-Aligned)
    In accordance with:
    • N.J.A.C. 6A:9B (as applicable to administrative roles)

    Required:
    • Bachelor's Degree from an accredited college or university
    • Required criminal history background check, physical and proof of U.S. citizenship or legal resident alien status
    • A valid driver's license or state issued ID, valid insurance and registration

    Preferred / Additional Qualifications:
    • Master's Degree in Human Resources, Education, or related field
    • New Jersey Supervisor Certificate or administrative certification
    • Human Resources certification (e.g., SHRM-CP, PHR) preferred

    Qualifications
    • Bachelor's Degree required; Master's Degree preferred
    • Minimum:
      • Three (3) years experience in human resources, personnel administration, or related field
    • Demonstrated expertise in:
      • HR operations and personnel processes
      • Onboarding and employee records management
      • Compliance and regulatory requirements
    • Knowledge of:
      • New Jersey certification requirements and personnel regulations
      • Employment law and HR best practices
      • HR information systems (HRIS) and data management
      • Strong organizational, communication, and problem-solving skills

    Core Responsibilities

    Human Resources Operations Management
    Oversee the daily operations of the Human Resources function.
    • Manage personnel transactions including hiring, transfers, leaves, and separations
    • Ensure efficient processing of HR actions
    • Maintain accurate and up-to-date employee records
    • Coordinate HR workflows to support district needs

    Onboarding and New Employee Integration
    Design and manage onboarding processes to ensure a smooth transition for new employees.
    • Coordinate onboarding procedures and documentation
    • Ensure timely completion of required forms and clearances
    • Support new hire orientation processes
    • Collaborate with Talent Acquisition and Development teams

    Compliance and Certification Oversight
    Ensure compliance with all applicable laws, regulations, and district policies.
    • Verify certification and credentialing for all employees
    • Ensure compliance with NJDOE certification requirements
    • Monitor required clearances (background checks, fingerprints, etc.)
    • Maintain audit-ready personnel records

    Personnel Records and HR Systems Management
    Maintain and manage all personnel records and HR information systems.
    • Ensure accuracy, confidentiality, and security of employee records
    • Manage HRIS systems and personnel databases
    • Support data reporting and recordkeeping requirements

    Process Improvement and Efficiency
    Continuously improve HR processes and systems.
    • Identify inefficiencies and implement improvements
    • Standardize processes and procedures
    • Improve response times and service delivery

    School and Department Support
    Provide responsive HR support to schools and departments.
    • Serve as a point of contact for HR operational questions
    • Support principals and administrators with personnel processes
    • Ensure timely resolution of HR-related issues

    Data Monitoring and Reporting
    Support the collection and reporting of HR data.
    • Track onboarding, staffing actions, and compliance metrics
    • Provide reports to Talent leadership
    • Ensure accuracy of HR data systems

    Cross-Departmental Coordination (NES Integration)
    Ensure HR operations are aligned with Talent and district systems.
    • Coordinate with Talent Acquisition on hiring processes
    • Support alignment with evaluation and development systems
    • Collaborate with Business Office and other departments as needed

    Compliance with Law and Policy
    Ensure all HR operations comply with:
    • Federal and state employment laws
    • New Jersey statutes and administrative code
    • District policies and procedures

    Other Duties
    Perform such other duties as assigned by the Superintendent or designee in accordance with law and regulation.

    Workflow and Operating Expectations
    • Daily:
      • Process personnel actions and onboarding activities
      • Respond to HR inquiries and support requests
    • Weekly:
      • Review staffing actions and compliance status
      • Coordinate with Talent team and school leaders
    • Monthly:
      • Monitor HR data and compliance metrics
      • Report operational status to Talent leadership

    Accountability Measures
    The Manager of Human Resources Operations is directly accountable for:
    • Timely and accurate processing of personnel actions
    • Effective and efficient onboarding processes
    • Full compliance with certification and employment requirements
    • Accuracy and security of personnel records
    • Responsiveness to school and staff needs

    Terms of Employment
    Twelve-month position. Salary, benefits, and conditions of employment shall be in accordance with Board policy and applicable employment agreements.

    Evaluation
    Performance shall be evaluated annually in accordance with Board policy, administrative regulations, and district leadership evaluation procedures.

    Reports To:
    Executive Director of Recruitment, Evaluation & Professional Learning
    Work Year: Twelve (12) Months
    Classification: Non-Affiliated Administrator (or Confidential/Managerial as applicable to district structure)
    Salary Range: Commensurate with experience and district salary guide

    Residency Requirement
    Under New Jersey's "New Jersey First Act" (N.J.S.A. 52:14-7), all employees of New Jersey public school districts must maintain bona fide New Jersey residency as a condition of employment. Candidates must already reside in New Jersey or establish residency within the required timeframe after hire. Current employees who were hired on or before September 1, 2011areexemptfrom this requirement and may continue to reside outside the state. In limited circumstances, applicants may request a residency waiver through the state's Employee Residency Review Committee if they can demonstrate critical need or hardship; approval is not guaranteed.
