Manager of Training and Support

Job Summary:

Under the direction of the Director of Program Guidelines and Budgets, the Manager of Training and Support ensures clear, uniform communication and instruction of grant programmatic regulations and case recording tracking procedures. They function as the subject matter expert on grant implementation requirements, develop policy and procedures for Board approval to ensure compliance and efficiency of grant guidelines and provide strategic leadership and oversight to a team responsible for delivering comprehensive technical assistance and training to a network of delegate agencies. In addition, they prepare materials, training webinars and generate reports for the delegate agency network to ensure program compliance and effectiveness.

Responsibilities:

  • Plan and develop training webinars/materials to delegate agencies on a variety of programmatic matters including but not limited to customer flow review; implementation of regulations; mandated order of services; general compliance with local, state, and federal policies; and proactive measures for avoiding audit findings and ensuring quality service delivery.
  • Develop specific training modules or webinars for the delegate agencies addressing identified concerns.
  • Prepare and updates procedures and/or policies that pertain to grant legislation and customer tracking systems and any new changes for Board approval.
  • Generate and analyze Workforce Innovation and Opportunity Act (WIOA) and other grant reports to ensure compliance with current procedures and improve performance.
  • Lead programmatic responses to delegate agencies generated from the help desk.
  • Responsible for onboarding new field staff and developing tools and checklists to ensure completion of training modules.
  • Compile and collect feedback from program units on delegate agency performance. Work with the compliance unit to identify delegate agency training needs.
  • Engage in special projects with program relationship managers, including onsite reviews for quality and compliance as needed.
  • Attend local State and Federal training that pertains to legislation.
  • Prepare special query reports as needed to support compliance and identify training needs and/or data entry errors.
  • Serve as an IWDS 2.0, Illinois workNet, IPATS and Service Finder coordinator with the State.
  • Perform all related duties and responsibilities as assigned.

  • Proficient with Microsoft Office Suite or related software.

Education and Experience:

  • Graduation from an accredited college or university with a bachelor’s degree in business, Public Administration, Liberal Arts, Social Work or a related field.
  • Three to five years of professional experience in administering a workforce program.
  • Five years of WIOA experience preferred.
  • Three to five years of people management experience.
  • Expert knowledge of WIOA and related regulations.
  • Proficient understanding of The Partnership’s Career Connect System and IWDS 2.0 state data system.

Physical Requirements:

  • Frequently required to stand, walk and sit
  • Frequently required to utilize hand and finger dexterity using a keyboard
  • Frequently required to talk or hear
  • Occasionally required to lift/push/carry items up to 25 pounds
  • Ability to travel to various delegate agency locations throughout Cook County
