Job Description
Capital Smart City is seeking a highly experienced Manager Operations to oversee and manage all operational aspects of the Building Control Department. This is a supervisory leadership role responsible for managing the complete team and ensuring full compliance with approved bylaws, master plans, zoning regulations, and urban planning requirements within a large-scale smart city development.
Key Responsibilities
- Lead, supervise, and manage the entire team, ensuring effective task allocation, performance monitoring, and compliance delivery.
- Oversee day-to-day building control operations in accordance with approved bylaws, master plans, zoning, and urban planning regulations.
- Ensure strict adherence to approved drawings, layouts, planning approvals, and development standards across all assigned sectors.
- Maintain complete operational control and accountability for possession records, logs, approvals, and compliance documentation, ensuring accuracy, traceability, and audit readiness.
- Coordinate with internal departments, consultants, and stakeholders to resolve planning, operational, and compliance issues in a timely manner.
- Review building control submissions, provide operational approvals internally, and escalate critical matters to senior management when required.
- Train, mentor, and guide team members to ensure consistent application of regulations, SOPs, and professional standards.
- Prepare regular operational and compliance reports for senior management, highlighting risks, violations, corrective actions, and overall performance.
Requirements
- BS Civil Engineering (preferred) or BBA / MBA with substantial and proven experience in building control, operations, or urban planning roles.
- 5–7 years of relevant experience, with a minimum of 2–3 years in an operations management or supervisory role.
- Mandatory experience in urban planning–related positions, preferably within large-scale housing schemes, smart city projects, or development authority environments.
- Strong understanding of building bylaws, zoning regulations, and planning compliance frameworks.
- Excellent leadership, communication, coordination, and documentation skills.
- Proven ability to manage teams, enforce compliance, and maintain structured operational records and logs.
