Manager Police Early Intervention Systems

Position Description

The Minneapolis Police Department is seeking to hire an EIS Manager in efforts to enhance employee performance and ensure that all employees of the MPD are functioning as healthy human beings capable of delivering quality and professional service to the people of Minneapolis.

Job Duties and Responsibilities

  • Develop and implement overall strategy for early intervention programs ensuring competitive, cost-effective plans that drive a culture of high professional performance and accountability and be able to adjust said strategy as needed to meet the specific needs of the department.
  • Develop policies and procedures for the EIS program while interpreting organizational policy and make administrative decisions, soliciting the input of the MPD leadership and its stakeholders to make necessary changes and improvements to the existing administrative procedures and practices of EIS.
  • Develop and provide training and/or other programs on Early Intervention and effective leadership in law enforcement using best practices and current research on various topics including training on secondhand trauma, compassion fatigue, stress management etc. and conflict resolution.
  • Receive and respond to referrals or automated activations regarding performance concerns in the workplace.
  • Identify and provide resources and data to supervisors and employees to help employees achieve optimum performance within MPD standards and training
  • Provide organizational leadership and supervision, promoting the organization’s values.
  • Hire, supervise, schedule, direct, and complete performance evaluations for direct reports.
  • Provide guidance, case management solutions to investigative duties assigned to staff under the direct supervision of the EIS Manger.
  • Assure proper orientation and training of staff, including the timely preparation and submission of regulatory reports including cost reports, audit, annual report, and others as necessary.
  • Work cooperatively with EIS Staff, MPD Health and Safety, Health & Wellness, MPD supervisors, MPD leadership and other necessary staff (Human Resources) regarding performance indicators system activations, and corrective actions such as performance improvement plans.
  • Work with stakeholders to create the culture needed to generate buy-in and support for the EIS including but not limited to training, education and communication about what EIS is and its intended functions while ensuring EIS practices are understood and consistently applied.
  • Work to achieve and maintain compliance with EIS deliverables in multiple court enforceable agreements/decrees and grant-funded partnerships.
  • Oversee the maintenance of databases and data stores containing private personnel data and ensure compliance with data practice laws.
  • Create reports using various software programs: PIMS, Workforce Director, Practice Manager, Tableau, Cognos, VisiNet and other interface software as needed and present reports to stakeholders.
  • Attend in-service training and continuing education to maintain elevated level of competency in the operation of EIS programs and keep abreast of current national EIS initiatives and activities while developing a network of resources and opportunities.
WORK CONDITIONS:
Regular indoor office environment.

Required Qualifications

MINIMUM EDUCATION:
Bachelor’s degree in Criminal Justice, Public Policy, Business Administration, Public Administration, Management/Leadership, Social Work, or similar, or related field.

MINIMUM EXPERIENCE
Five or more years or more years in directly related work, supervisory experience required.

EQUIVALENCY
An equivalent combination of education and highly related experience in a similar environment may be considered.

Selection Process
The selection process will consist of the following step: a rating of relevant education and experience (100%). It is important that your application show all the relevant education and experience you possess. This information will be used to determine which candidates will proceed in the selection process. A submitted application is also used to verify the answers to any supplemental questions. Only those candidates who attain a passing score (70%) on each step in the selection process will be placed on the eligible list. The City of Minneapolis Human Resources Department reserves the right to limit the number in any phase of the selection process.

Background Check
The City has determined that a thorough Minneapolis Police Department criminal background check is necessary for positions with this job title. Applicants must sign an informed consent allowing the City to obtain their criminal history information in connection with the position sought. Applicants who do not sign the informed consent form will not be considered for the position.

Drug and Alcohol Testing
All job applicants must pass a pre-employment drug and alcohol test once a conditional offer of employment has been made. Applicants will be required to sign a notification and consent form prior to undergoing drug and alcohol testing. Applicants who do not consent to undergo drug and alcohol testing will not be required to do so and the City will withdraw the conditional job offer, resulting in the job applicant no longer being considered for the position.

Eligible List Statement
The names of applicants who meet minimum qualification and who pass the screening process shall be placed on the eligible list for employment consideration. This list will be certified to the hiring manager who may use the list to fill a vacancy of the same job title. This eligible list will expire two months after it has been established.

Interview Selection
The hiring authority reserves the right to determine the maximum number of candidates to interview from the established eligible list. If the hiring authority decides to interview other than by exam score order, they may select additional people to interview based on a candidate’s education or experience related to the field, work history, or skills uniquely related to the operational needs of the position.
