The Manager – Procurement (Development & Construction) is responsible for leading the procurement of large-scale development and construction of Built Assets and Infrastructure. The role focuses on delivering optimal value through robust procurement strategies, effective stakeholder management, and strong commercial governance, while building a high-performing procurement team aligned with KSIA’s delivery objectives.


Key Responsibilities

  • Lead end-to-end execution of major development and construction procurement packages, from RFP preparation through Recommendation to Award.
  • Develop and implement procurement strategies that optimize cost, risk, and schedule outcomes.
  • Lead and negotiate high-value, multi-billion SAR development and construction contracts.
  • Build, lead, and develop a high-performing procurement team with strong capability and accountability.
  • Drive delivery at pace in a high-growth, dynamic
  • Support future scalability of the function and demonstrate readiness for progression into more senior leadership roles.


Qualifications & Experience

  • Minimum of 15+ years of experience in procurement within large-scale development and construction projects, with a minimum of 5 years in management position.
  • Proven track record in complex mega or giga projects. Experience in KSA is an advantage.
  • Extensive experience negotiating large, complex, high-value contracts.
  • Experience within PIF portfolio entities, giga projects, or complex development programs is an advantage.
  • Exposure to early stage Built Asset and Infrastructure packaging strategies is preferred.
  • Familiarity with localisation and Local Content programs.
  • MCIPS Chartered Professional or MRICS status is preferred.
  • Engineering Degree is preferred
