Manager Procurement (Construction)

1. THE ROLE:

As the Procurement Manager, you will be a key leader within our organization, responsible for the strategic and operational management of the entire procurement lifecycle. You will be tasked with developing and implementing procurement strategies that align with company goals, optimize costs, and mitigate risks, all while adhering to the highest standards of ethics and compliance. This is a hands-on role that requires a blend of strategic thinking, commercial acumen, and strong leadership skills.

2. KEY RESPONSILITIES:

o Strategic Sourcing and Vendor Management

§ Develop and execute procurement strategies for all construction materials, plant, and subcontractor services.

§ Build, maintain, and leverage a comprehensive database of qualified and reliable suppliers and subcontractors.

§ Conduct market research to identify new suppliers, evaluate their capabilities, and negotiate favorable terms.

§ Manage and nurture long-term relationships with key vendors to ensure continuity of supply, quality, and cost-effectiveness.

o Negotiation and Commercial Acumen

§ Possess and apply proven negotiation skills to secure the best possible terms and pricing for the company.

§ Interpret and understand complex commercial agreements, ensuring that all contracts protect the company's interests and comply with legal requirements.

§ Conduct thorough risk assessments on potential contracts and agreements, implementing mitigation strategies as required.

§ Ability to understand basic technical specifications for civil engineering materials (e.g., concrete mixes, asphalt, aggregates, pipes) to ensure the procurement of correct and compliant products.

o Financial and Cost Management

§ Control the procurement budget and identify opportunities for long-term cost savings.

§ Compile accurate and detailed cost ledgers to track all project-related expenditures.

§ Produce timely and comprehensive monthly cost reports for senior management, highlighting performance against budget and key metrics.

§ Manage procurement journals and ensure accurate financial record-keeping.

§ Understand and interpret financial statements to inform procurement decisions and strategies.

o System and Process Management

§ Develop, implement, and monitor robust procurement site controls and Standard Operating Procedures (SOPs) to ensure consistency, efficiency, and compliance.

§ Demonstrate a strong understanding and proficiency in procurement systems, with a specific emphasis on the BuildSmart procurement system, which is a key industry standard for large South African construction companies.

§ Ensure all procurement activities are conducted with the highest level of integrity, ethics, and transparency.

o Legal and Compliance

§ Possess a comprehensive understanding of the legal framework governing construction in South Africa. This includes knowledge of relevant legislation such as the Public Procurement Act and its implications for both public and private sector projects, as well as an awareness of global standards standard .

§ Ensure compliance with all relevant regulations, including those related to Broad-Based Black Economic Empowerment (B-BBEE).

o Team Leadership and Development

§ Lead, mentor, and train a team of procurement professionals, fostering a culture of continuous improvement and high performance.

§ Delegate tasks effectively and provide guidance to subordinates.

3. MINIMUM QUALIFICATIONS AND REQUIREMENT:

o Education: A minimum of a National Diploma in Supply Chain Management, Logistics, Business Administration, or a similar qualification. Professional certification from the Chartered Institute of Procurement & Supply (CIPS) or similar is highly advantageous.

o Experience: A minimum of 15 years of progressive experience in a procurement role, with a substantial portion in a managerial or senior leadership capacity within the South African construction or civil engineering industry.

o Technical Skills:

  • Proven experience with a construction-specific Enterprise Resource Planning (ERP) system, with demonstrable proficiency in BuildSmart.
  • Advanced proficiency in Microsoft Office Suite, particularly Excel.
  • Strong analytical and problem-solving skills.

o Soft Skills:

  • Exceptional negotiation and communication skills (written and verbal).
  • Strong leadership and team management capabilities.
  • Highly organized with excellent attention to detail.
  • Ability to perform effectively under pressure and manage multiple projects simultaneously.
