This position oversees all aspects of program controls for RTD’ project portfolio and individual investments, including program controls, including cost management, scheduling, risk analysis, and performance reporting. This role provides governance, reports on performance indicators, and supports project teams in the effective execution of large- and small-scale projects across infrastructure, vehicles, and technology investments for repair, replacement, modernization, and enhancement.
DUTIES & RESPONSIBILITIES:
ESSENTIAL:
Program Controls
  • Oversees program controls for RDS’s project portfolio and individual investments, including cost management, scheduling, risk analysis, and performance reporting.
  • Develops and maintains integrated master schedules for programs and projects; monitor progress against baseline schedules, identify variances, and support development of project teams.
  • Prepares and manages program budgets, forecasts, and cost control processes; track expenditures and ensure alignment with financial objectives and funding constraints.
  • Identifies, assesses, and mitigates program and project risks; participate in change control processes and evaluate impacts on cost, schedule, and risk, making recommendations to leadership.
  • Defines and implements program controls standards, processes, procedures, templates, and documentation requirements to support consistent project execution and effective record management.
  • Ensures project teams follow RTD program controls requirements and standards.
Performance Reporting and Compliance
  • Generates regular reports on program status, including cost, schedule, and risk metrics; present findings, trends, and recommendations to senior leadership and stakeholders.
  • Facilitates creation of portfolio and investment reporting content to share with the public and Board of Directors.
  • Ensures adherence to organizational policies, contractual obligations, funding requirements, and applicable industry standards; leads continuous improvement initiatives in program controls practices.
  • Collaborates with project managers, finance teams, engineering, operations, and other internal stakeholders to integrate cost, schedule, and risk information.
  • Present findings and recommendations to senior leadership and stakeholders.
  • Facilitate generation of portfolio and investment reporting content to share with the public.
People Power Management
  • Maintain appropriate staffing levels and review progress to ensure the quality and quantity of work meet standards and deadlines for deliverables to meet program goals and objectives.
  • Recruit staff to include interviewing, hiring, assigning work, training, coaching, and counseling to ensure consistent application of Employee Guidelines, processes, and procedures.
  • Conduct performance reviews and holds employees accountable for optimal performance of their responsibilities.
  • Foster a safety-first culture, prioritizing prevention, accountability, and continuous improvement.

QUALIFICATIONS:
Required Qualifications:
  • Bachelor’s degree in Business Administration, Engineering, Architecture, Landscape Architecture, Construction, Project Management, or Construction required, or an equivalent combination of education and relevant work experience.
  • Minimum of seven (7) years of experience in program/project controls, cost management, or scheduling.
  • Minimum of five (5) years of supervisory experience, including direct oversight of staff and/or managers.
  • Strong analytical, problem-solving, and communication skills.
  • Knowledge of Earned Value Management (EVM) principles.
Preferred Qualifications:
  • Master’s degree in Business Administration, Engineering, Architecture, Landscape Architecture, Construction, Project Management, or Construction.
  • Project Management Professional (PMP), Program Management Professional (PgMP), or similar certifications.

An equivalent combination of education, experience, knowledge, skills, and abilities.
Key Competencies & Characteristics:
  • Knowledge of program controls practices for infrastructure and transportation projects, including scheduling, cost management, risk management, and performance reporting in a public-sector or highly regulated environment.
  • Proficiency with scheduling tools (e.g., Primavera P6, MS Project), cost management software, and Microsoft Office Suite.
  • Strong verbal and written communication skills, including the ability to communicate information effectively.
  • Demonstrated ability to exercise sound judgement and make data-informed decisions.
  • Strong time and workload management skills, including planning, organizing, and prioritizing assignments with attention to detail.
  • Ability to lead and develop staff, including setting clear expectations, providing coaching and feedback, and fostering a high-performance, inclusive team culture.
  • Ability to lead and coordinate work across teams, build effective working relationships, and navigate differing priorities and perspectives.
  • Experience with infrastructure, construction, transportation, or transit infrastructure projects.
WORKING ENVIRONMENT AND PHYSICAL REQUIREMENTS:

  • The primary work environment is a typical office environment with minimal exposure to excessive noise or adverse environmental issues.
  • Ability to independently travel between multiple locations as required by operational needs.

Pay Range:
$109,309.00 - $154,398.25 Annual
