OVERVIEW

Under direction of the Chief Financial Officer, manages and monitors the processing of all billing related to multiple federal, state, county, and city contracts for services provided under multiple contracts. In addition, oversees billing related to Medicaid services: monitors all billing to ensure accuracy and compliance with each related contract; ensures that all supporting documentation is accurate, meets auditing standards, and is safely maintained and stored; and monitors all billing to ensure timely and full collection. This position should become the expert in contract requirements with an exceptional understanding of operations to ensure that all allowable, performed services are billed and collected. The position may from time-to-time be stressful and require a high demand of performance. May perform other duties as assigned.

ESSENTIAL FUNCTIONS

  • Staffs and oversees the billing department, including: interviewing, hiring, training, development, evaluations, and terminations.
  • Oversees day-to-day billing activities, including: detail support provided by programs, interpretation of contracts, accurate and timely billing, resolution of any discrepancies, and final collection of invoices.
  • Develops, documents, and implements revenue cycle processes to ensure accurate and timely billing and collection.
  • Reports weekly and monthly related key performance indicators (KPIs) to reflect activities and highlight any issues that should be resolved.
  • Coordinates with compliance representative to ensure high level of ethics, accuracy, transparency, and accountability to agency programs.
  • Resolves and answers program questions and issues timely.
  • Completes month and year-end closing tasks timely with goals of continuously reducing the closing cycle.
  • Ensures compliance with and support of Executive directives, contracts, and established policies and procedures, as well as federal and state regulations.
  • May drive personal or agency vehicle on company business.
  • May perform other duties as assigned.

MINIMUM REQUIREMENTS

Suitable work experience may be considered as transferable skills in order to meet minimum requirements of the position and will be considered by the Executive Director of Human Resources.

  • Bachelor's Degree in business administration, accounting, or related field
  • 5 years of experience in a detailed billing environment involving government contracts and non-profit reimbursement for services and activities
  • 2 years of experience supervising and overseeing billing functions that require data validation and detail backup to support line-item tasks or validation (some experience with Medicaid and behavioral health billing is a plus)
  • Experience utilizing Microsoft Office Suite
  • Excellent skills in working with accounting systems
  • Proven strong communication skills, both oral and written, that are clear; concise; organized; and are appropriate in style, grammar, and tone

PHYSICAL AND MENTAL REQUIREMENTS

  • Work is completed primarily indoors in an office environment
  • Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer
  • Requires constant experience with competing priorities in an occasionally high-stress environment

REGULATORY

  • Must be at least 18 years of age
  • Valid driver license, proof of insurance, and 39-month motor vehicle report
  • Ability to obtain and maintain Arizona Level One Fingerprint Clearance Card and FBI National Criminal Records History Report (employer paid)
  • Pass pre-employment drug screen (incudes marijuana, regardless of recreational use laws) (employer paid)

DESIRED QUALIFICATIONS

  • Experience in an environment involving billing to government agencies requiring accurate interpretation of contracts and detailed timely billing
  • Additional years of directly related experience
  • Behavioral health or Medicaid billing experience
  • Bilingual in English and Spanish, verbal and written
