Manager - Staffing Partnerships

The Manager - Staffing Partnerships ("Manager") is responsible for developing, managing, and strengthening strategic relationships with Institutions of Higher Education ("IHEs"), and other staffing partnerships, including but not limited to Alternative Route to Teaching Programs (BCTR, CTA, JHU Teach Well, and TFA). This role is responsible for the planning, implementation, and evaluation of partnership programs and initiatives to support City Schools' goals such as recruitment, workforce development, academic collaboration, and research engagement, and oversees the implementation of tuition reimbursement and direct billing. The Manager acts as a primary liaison between City Schools and partner institutions/programs, ensuring alignment, compliance and mutual benefit. The Manager will build out the high school student to paraeducator and teacher pipelines in partnership with other City Schools teams and IHEs

Essential Functions
  • Research, identify, and establish partnerships with IHEs that offer degree and non-degree programs in alignment to the needs of the district.
  • Develop and maintain external partnerships with IHEs for a variety of staffing pipelines, including
    intern (student) teachers, conditional licensure programs, helping non-degreed staff obtain bachelor's degrees for advancement, and administrative credentialing programs.
  • Collaborate with IHEs and City Schools subject matter experts to ensure content covered in programs emphasizes materials that is most important for the successful of City Schools staff.
  • Negotiate terms and conditions of contracts and Memorandum of Understanding (MOU) with internal
    and external stakeholders, including IHEs and MAAPPs.
  • Oversee the district's tuition reimbursement and direct billing programs in accordance with collective
    bargaining agreements, ensuring compliance with Policy, accurate processing of payment, and effective communication with employees and partnering institutions. Improve processes to align registration and payment timelines and communicate the program effectively to internal and external stakeholders.
  • Initiate and monitor student-teacher internship programs in collaboration with partner institutions and placement schools, ensuring a beneficial experience prior to transitioning candidates to the Talent Management team for hire as full-time teachers of record.
  • Ensure partnerships are fully utilized and are in the best interest of City Schools staff in service of City Schools students.
  • Establish a grow-your-own pipelines for City Schools students and staff, including paraeducator to
    teacher, high school student to paraeducator, and high school student to teacher summer prep program.
  • Serve as progress monitor for applicable partnerships and programs.
  • Utilize resources appropriately to complete work in the most efficient manner; proactively
    communicates the status of work; participates and contributes fully as a team member; and exercise sound judgment and decision-making skills to resolve sensitive matters.
  • Maintain confidential and sensitive information.
  • Perform and promote all activities in compliance with equal employment and non-discrimination

  • Bachelor's degree from an accredited institution required.
  • At least 5 years of full-time relevant professional experience.
  • Strong interpersonal skills.
  • Skilled in organizing and prioritizing multiple tasks to meet conflicting deadlines.
  • Knowledge of human capital functions, strategies, policies, processes, and procedures, including
    applicable federal and state employment laws and regulations.
  • Knowledge of teacher preparation programs, university courses, and instructional programs.
  • Ability to interact with diverse constituencies and convey complicated information with tact and
    diplomacy.
  • Proficient skill in the use of technical computer applications, including electronic databases, case
    management systems, and Microsoft Office, including Excel and Power Point.
  • Ability to exercise independent judgment.
  • Skill in research, presenting, and explaining policies and procedures, assembling data, preparing
    complex reports, and formulating and presenting recommendations.
  • Ability to work collaboratively.
  • Ability to develop and maintain strong working relationships with school system employees and
    managers at all levels, as well as government agencies and community stakeholders.
  • Ability to multi-task, prioritize changing assignments, and organize busy workload, meet deadlines, and work well under pressure, while exercising excellent attention to detail.

In accordance with Maryland law, City School is required to share the position salary ranges in its entirety. Please note, this is not the hiring range. The hiring range for this position is ($94,030 - $123,615).
