Manager - Wastewater Environmental Compliance

Coordinates, implements, and administers all policies, procedures, and activities required for compliance with environmental laws, rules, and regulations applicable to the Division.

Essential Functions

Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Manages, organizes, prioritizes, and assigns work; conducts staff meetings, monitors status of work in progress and inspects completed work; manages assigned staff, solves complex/problem situations, and provides technical expertise to the Division.
Coordinates environmental monitoring programs associated with divisional operations; evaluates technical aspects of proposed new technologies and capital projects.
Ensures divisional compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures; ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals; interprets construction plans and specifications; researches rules and regulations as needed; initiates any actions necessary to correct deviations or violations; leads compliance coordination efforts between Division Director, Division sections, and Department Head; interacts with various federal, state, and local regulatory agencies to coordinate regulatory compliance activities; monitors proposed regulations or changes to existing regulations which may impact the division; interprets and incorporates new/changed regulations into operational procedures.
Prepares and administers project budgets; submits justifications for budget requests; monitors expenditures to ensure compliance with approved budget.
Prepares project schedules, monitors progress of project in meeting established schedule.
Coordinates process for bidding and contracting of services; prepares requests for proposal (RFPs) for engineering services, design services, construction services, inspection services, maintenance services, or other services; prepares bid packages; conducts pre-bid and pre-construction meetings; issues addendums to clarify questionable issues; participates in negotiations of scope of services and fees for professional services agreements; makes recommendations to Boards regarding selection of vendors and awarding of contracts; compiles language for contracts and specifications packages.
Coordinate acquisition and/or maintenance of required permitting; research federal, state, and local code requirements; coordinates efforts between multiple divisions, co-applicants, and consultants to prepare application documents; develops programs and reports as required by permit.
Oversees, administers, and coordinates work performed by consultants, contractors, or other service providers; administers annual maintenance contracts; monitors work to ensure compliance with terms of contract; reviews invoices and payment requests submitted by consultants/contractors.
Conducts inspections, monitors work, and maintains records to ensure quality control; inspects quality of construction work and materials; coordinates final inspections with contractors and engineers; coordinates project acceptance with other County divisions or government agencies.
Coordinates projects and work activities with other divisions, consultants, contractors, sub-contractors, utility companies, state agencies, outside agencies, or others as needed; coordinates activities and projects with utility engineering staff.
Coordinates public education activities relating to division projects, services, and activities; speaks to property owners and community organizations and provides information regarding projects and activities; develops press releases and public information materials for distribution; serves as Division liaison with the public and regulatory agencies.
Participates in legal activities relating to projects; attends hearings during court proceedings and provides depositions; meets with County Attorneys to discuss cases.
Prepares/submits requests for review/changes to ordinances or resolutions.
Manages retention and control of Division quality and technical data in accordance with state and federal laws; manages preparation of documents for use by self or others during inquiries; establish and maintain procedures for identification, collection, indexing, access, filing, storage, maintenance and disposal of quality and technical records.
Coordinates permitting of divisional operations as appropriate; ensures compliance with permits.
Responds to complaints and questions related to division programs and operations; provides information, research problems, and initiates problem resolution.
Serves as Division liaison with the public and the media; responds to questions and provides information; provides educational lectures and tours; assists in updating divisional web page.
Assist in the development and implementation of long- and short-term plans, goals, and objectives for the division; evaluates efficiency and effectiveness of assigned operations, procedures, and use of resources; develops new and/or modified systems and implements operational improvements as needed to accomplish/enhance product delivery.
Develops and administers budgets for operations/maintenance expenditures and capital improvements; prepares budgetary projections for staffing, equipment, materials, and supplies; presents budget recommendations and justifications to Division Director for approval; presents budget recommendations and justifications to Department Head; coordinates purchasing activities for goods and contracted services; monitors expenditures to ensure compliance with approved budgets.
Develops divisional safety plan; adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees and other individuals.
Manages and participates in development/preparation of technical studies, reports, and analyses relating to Division; analyzes and evaluates results, identifies trends, and implements conclusions.
Attends meetings, serves on committees, and makes presentations as needed; assists with the County's Emergency Support Function #3 (Public Works and Engineering); provide public works and engineering related support for the changing requirements of domestic incident management to include preparedness, response, and recovery actions; conduct pre-incident and post-incident assessments of public works and infrastructure and provide technical assistance
Serves as Laboratory Director ensuring national laboratory certification is maintained (TNI - The National Environmental Laboratory Accreditation Conference (NELAC) Institute certification); ensures that all TNI standards are met and the outcome of the state audit of the program each year results in full compliance (data used for compliance with federal and state water standards must be obtained from a TNI certified laboratory); provide technical direction which includes selecting analytical test methods, troubleshooting analytical lab problems, divisional processes, legal issues, and providing guidance to laboratory and division staff.
Manages water quality sampling program; provides technical assistance in the development of water sampling projects; provides technical assistance for locations of proposed water quality monitoring stations; coordinates and conducts water sampling projects; collects drinking water, wastewater, surface water, and ground water samples; schedules and coordinates sampling activities
Oversees, administers, and manages water quality monitoring and analytical services for Division; review and approve for release analytical work conducted by personnel; review and approve for release analytical work conducted by contract labs; evaluates efficiency and effectiveness of operations, methods, procedures, and use of resources; implements improvements as needed; coordinates work activities with those of other divisions/departments, contractors, outside agencies, or others as needed.


Minimum Qualifications

  • Bachelor's degree required.
  • Four (4) years of related experience.
  • Candidates without a degree should possess four (4) additional years of related experience.
  • Fingerprinting required.
LICENSES/CERTIFICATES
  • Must possess and maintain a valid Florida Driver's License with any applicable endorsement(s) to drive a County vehicle as provided in CMA 5805.

Salary offers above the minimum pay grade may be considered based on qualifications.
Essential Employees may be required to work during an undeclared or declared emergency. The County’s Administrative Office will determine who will be required to work on an incident-by-incident basis.
