Role Overview
Saudi Gold Refinery (SGR) is seeking a Manpower Manager in Riyadh, Saudi Arabia to lead workforce planning and recruitment operations for its expanding mining and refining assets. This role ensures the company meets its production goals by securing critical technical and operational talent while maintaining strict compliance with Saudi labor laws. The Manpower Manager will drive Saudization initiatives and manage government relationships to support SGR’s growth under Vision 2030.
The Manpower Manager will report directly to the VP of HR and will play a key role in aligning headcount budgets with operational demands across exploration and refining units. This position requires a disciplined approach to regulatory compliance and talent acquisition in a high-stakes industrial environment.
Key Responsibilities
The Manpower Manager will execute the following responsibilities to support SGR’s operational and strategic objectives.
- Workforce Planning
The role develops and executes annual manpower plans that align with SGR’s production schedules and expansion projects. It monitors headcount budgets and provides regular variance analysis to senior leadership.
- Technical Recruitment
The position manages the end-to-end recruitment lifecycle for critical roles including assay chemists, plant operators, and geological engineers. It ensures hiring processes are efficient and meet quality standards for technical competency.
- Regulatory Compliance
The role ensures full compliance with Saudi labor laws and manages all interactions with MHRSD, GOSI, and other regulatory bodies. It maintains the company’s Nitaqat status through strategic Saudi national hiring.
- Government Portal Management
The position administers all employee lifecycle transactions on Qiwa, Mudad, Muqeem, and Absher platforms. It ensures accurate and timely submission of wage and employment data to avoid regulatory penalties.
- Vendor Management
The role evaluates and manages third-party recruitment agencies and labor supply contractors to ensure cost-effective talent acquisition. It negotiates service level agreements and monitors vendor performance against KPIs.
- Onboarding Coordination
The position coordinates with HSE and Operations to ensure all new hires complete mandatory safety inductions before site access. It manages the administrative onboarding process to ensure seamless integration of new employees.
- Pipeline Development
The role builds partnerships with TVTC and other vocational institutions to create sustainable pipelines for blue-collar roles. It develops internship and training programs to support long-term workforce sustainability.
- Data Analytics
The position tracks and reports on key recruitment metrics including time-to-fill, cost-per-hire, and source effectiveness. It uses data insights to optimize recruitment strategies and improve hiring efficiency.
Qualifications
● The candidate holds a Bachelor’s degree in Human Resources, Business Administration, or a related discipline.
● The candidate possesses at least 8 years of experience in manpower planning and recruitment within the industrial or mining sectors.
● The candidate demonstrates expert knowledge of Saudi labor law, Nitaqat regulations, and GOSI compliance.
● The candidate has hands-on experience with government platforms including Qiwa, Mudad, Muqeem, and Absher.
● The candidate shows a proven ability to recruit for technical and operational roles in a 24/7 industrial environment.
● The candidate exhibits strong analytical skills for workforce forecasting and budget management.
● The candidate operates independently and manages multiple priorities without constant supervision.
● The candidate possesses fluent English communication skills for professional reporting and stakeholder management.
Preferred / Nice-to-have
● The candidate holds a Master’s degree in Human Resources Management or an MBA.
● The candidate has prior experience in the gold refining or precious metals industry.
● The candidate possesses professional HR certifications such as SHRM-CP, CIPD, or PHR.
● The candidate has experience managing large-scale workforce mobilization for industrial projects.
● The candidate has established networks within the Saudi technical and vocational training community.
Success Metrics
● The role maintains a Platinum or Green Nitaqat status through consistent Saudi national hiring.
● It reduces time-to-fill for critical technical roles to under 60 days.
● The position achieves 100% compliance with Mudad and GOSI reporting requirements with zero penalties.
● It establishes formal recruitment partnerships with at least two TVTC institutes.
● The role delivers accurate monthly workforce analytics reports to the VP of HR.
● It ensures 100% of new hires complete mandatory HSE inductions before site access.
● The position manages recruitment agency spend within the approved annual budget.
