Description

This position performs routine-to-moderately complex work in the procurement of goods and services for the Utilities Department; processes accounts payable and maintain related records; and performs other work as necessary in support of effective and efficient department operations. The position reports to the Warehouse & Inventory Manager. The incumbent is given a general outline of work to be performed and is free to develop work methods and sequences; work is reviewed by supervisor periodically. This position reports directly to the Warehouse & Inventory Manager.

The work is considered light in nature and involves walking or standing most of the time and involves exerting up to 20 pounds of force on a recurring basis and up to 100 pounds infrequently, or skill, adeptness and speed in the use of fingers, hands or limbs on repetitive operation of mechanical or electronic office or shop machines or tools within moderate tolerances or limits of accuracy. The work requires the following physical abilities to perform the essential job functions: climbing, crawling, crouching, fingering, grasping, handling, hearing, kneeling, lifting, mental acuity, pulling, reaching, repetitive motion, speaking, standing, stooping, talking, visual acuity, and walking.

Work environment may involve exposure to bright/dim light, dusts and pollen, fumes and/or noxious odors, traffic, heights, toxic/caustic chemicals; and is dynamic that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.


Essential Job Functions

  • Supervises and participates in the procurement and inventory of materials for the Water Distribution and Wastewater Management Divisions.;
  • Supervises subordinate staff; supervisory duties include instructing, assigning and planning work, reviewing work, maintaining standards, coordinating activities, allocating personnel, assisting with the selection of new employees, acting on employee problems, and recommending employee discipline and discharge. Offers training, advice and assistance as needed;
  • Monitors low stock reports following Standard Operating Procedures (SOPs) to assist with restocking Divisions’ inventoried materials when they fall below their minimums;
  • Researches new products, services and vendors;
  • Consults catalogs and/or contracts, and interviews qualified vendors to obtain product price quotes according to prescribed City policy;
  • Reviews submitted quotations for compliance with specifications; analyzes quotes to determine the best value;
• Verifies available funds for department purchase requests; • Prepares purchase requisitions; • Receives and reviews invoices and matches to correlating purchase requisitions;
• Communicates with vendors as necessary to expedite deliveries and resolve shipping / invoicing discrepancies and problems with product quality; • Maintains and updates vendor records;
  • Receives inventoried materials into the appropriate Storeroom(s); maintains neat and orderly warehouse;
  • Prepares and maintains accurate and up-to-date inventory records;
  • Assists with weekly internal audits to verify inventory stock;
  • Assists with Fiscal Year End external audit of all 1,200+ materials collectively from the Water Distribution and Wastewater Management Divisions;
  • Serves as back up to Material Control Clerks to pull material for work crews, contractors, etc.;
  • Serves as back up to unload shipments and verify BOL/Ship Tickets;
  • Performs inventory movements using material handling equipment; i.e lift trucks (gas and electric), pallet jacks, hand trucks, and roll carts;
  • Prepares a variety of required records, reports and correspondence;
  • Receives and responds to inquiries, complaints and requests for assistance in areas of responsibility;
  • Performs a variety of clerical work as required, including but not limited to typing reports and correspondence, copying and filing documents, entering and retrieving computer data, sending and receiving faxes, answering the telephone, etc.;
  • Attends training, meetings, seminars and/or workshops as required to enhance job knowledge and skills; and
  • Performs other related duties as assigned.

Qualifications

MINIMUM REQUIREMENTS TO PERFORM WORK:
  • Associates degree in business or a closely related field or Six (6) years of relevant prior experience.
  • Valid South Carolina Class “D” Driver’s License;
  • Possess National Safety Council Lift Truck Operator Certification or obtain within the first 30 days of employment; Valid South Carolina Class “D” Driver’s License;
  • Typing 30 corrected words per minute preferred

Knowledge, Skills, and Abilities

  • Knowledge of addition and subtraction, multiplication and division, and/or calculating ratios, rates and percentages;
  • Knowledge of Windows 10 and Microsoft Office Suite 2016 required; experience with any MMS platform and barcoding preferred.
  • Knowledge of Microsoft Excel: create tables, Pivot Tables, and formulas;
  • Ability to coordinate or determine time, place or sequence of operations or activities based on analysis of data or information and may implement and report on operations and activities;
  • Ability to supervise or lead others by determining work procedures, assigning duties, maintaining harmonious relations and promoting efficiency;
  • Ability to handle or use machines, tools or equipment requiring brief instruction or experience, such as computers for data entry, fax machines, copiers, telephones or similar equipment; may service office machines, including adding paper and changing toner;
  • Ability to perform supervisory work involving policy and guidelines, solving both people- and work-related problems;
  • Ability to perform skilled work involving rules/systems with almost constant problem solving;
  • Ability to read technical instructions, procedures, manuals and charts to solve practical problems; composing routine reports and specialized reports, forms and business letters with proper format; speaking compound sentences using normal grammar and word form;
  • Ability to perform clerical, manual or technical tasks requiring a wide range of procedures and requiring intensive understanding of a restricted field or complete familiarity with the functions of a unit or small division of an operating agency; requires normal attention with short periods of concentration for accurate results or occasional exposure to unusual pressure; and
  • Ability to take action of others, requiring almost constant decisions affecting co workers, customers or others in the general public; works in a moderately fluid environment with guidelines and rules, but frequent variations from the routine.
