Responsibilities :

  • Review contractor's submittals and witness and supervise testing of concrete, soils and construction materials to determine the adequacy and strength of foundations, earthworks, concrete, asphalt, or steel. Inspection of Plants and Independent Material Testing Laboratories Concrete Batching Plants, Asphalt Plants, Wet Mix Plants, Precast Kerbs, Interlocking Block Factory, Pipes Factory, (GRE, GRP, UPVC, and ACP). Galvanizing Plant, Fence Production Plant, Plant for Insulation of steel pipes, etc. Also direct and supervise the works of laboratory/materials technicians.
  • Prepare the Materials List required for the project as per specifications and drawings, to enable proper tracking of material transmittal/approval and to make sure that suppliers are receiving correct material information. Also identify non-conforming materials, and make sure those material samples collected from suppliers are met with the project requirement.
  • Review all technical submittals including design drawings, shop drawings, method statements, material approvals submittals, subcontractors’ approval, and ensure compatibility of as-built drawings in accordance with site construction.
  • Coordinates material availability in support of design revisions, rework, contingency or work-around plans. Also coordinates with warehouse personnel for materials to be issued direct to the installation area, rather than being controlled in storage.
  • Maintain records of test results and all taken corrective actions. Follow up and verify implementation of corrective actions. Also track and review the site testing and certificates of compliance.
  • Coordination with other department on engineering issues, alignment of project design standards and review of risks/deviations/derogations.
  • Assist the Quantity Surveyor in determining cost of completed work for the preparation of related payment certificates. This includes pointing out areas/items to be improved/retouched; such as work below-standard and requesting Quantity Surveyor to include such items in the progress report.
  • Ensure that the quality of materials used in construction, quality of all equipment’s installed and the workmanship are in accordance with DAR standards and approved technical specifications. Keep and refer to copies of contract, specification, drawings and Contractor’s approved QA/QC manual as required.
  • Participate schedule review meeting, monthly progress meeting, coordination meeting, and constructability review meeting and resolve problems. Also to provide input to progress reports verifying work done during the month and work in progress together with comments on quality and recommendations on required improvements as appropriate.
  • Manage the overall performance of team members by ensuring that that their performance is reviewed in a timely manner and report accordingly.
  • Works in line with HSE Policy, and ensure awareness and compliance with HSE rules and regulations by subordinates and provides support wherever required in the review and audit of all structure studies/submissions and modifications.
  • Perform any other jobs as may be assigned by the superiors.


Requirements :

  • Bachelor’s Degree in Civil Engineering or Materials Engineering (Master’s preferred).
  • Minimum 7–12 years of relevant experience in construction materials, preferably in large-scale building, infrastructure or airport projects.
  • Strong knowledge of material testing standards.
  • Experience with QA/QC procedures, laboratory supervision, and plant inspection.
  • Proficient in MS Office, AutoCAD, and material tracking software.
  • Excellent analytical, coordination, and communication skills.
