Job Summary

Material Engineer is responsible for material selection, approval, inspection, testing, and quality control for all construction materials used in park developments and associated buildings (e.g., visitor centers, public toilets, administration buildings, cafés, service buildings, guard houses, etc.).

The role ensures compliance with project specifications, durability standards, safety requirements, and environmental regulations.

Key Responsibilities

1. Material Selection & Technical Review

A. Landscape & External Works

  • Topsoil, planting soil, compost, fertilizers
  • Aggregates, subbase, backfilling materials
  • Interlocking pavers, kerbstones, natural stone cladding
  • Asphalt and concrete pavements
  • Timber, WPC, composite decking
  • Geotextiles and drainage cells
  • Irrigation system materials (HDPE, uPVC pipes, valves, controllers)
  • Playground equipment foundations and safety surfacing
  • Fencing materials, pergolas, gazebos, site furniture
  • Water feature materials (liners, waterproofing membranes, pumps)

B. Building Works (Park Buildings & Facilities)

  • Cement, aggregates, reinforcement steel
  • Structural concrete and precast elements
  • Masonry blocks and bricks
  • Waterproofing systems (foundations, roofs, wet areas)
  • Thermal and acoustic insulation materials
  • Roofing systems and roof finishes
  • Aluminum, steel, and glazing materials
  • Doors, windows, and façade systems
  • Tiles, stone flooring, raised floors
  • False ceilings and gypsum systems
  • Paints, coatings, and protective finishes
  • Fire-rated materials and sealants
  • MEP materials (pipes, conduits, cables, fittings)
  • HVAC duct insulation and accessories

2. Testing & Quality Control

Civil & Structural Testing

  • Soil classification and compaction tests
  • Plate load tests (if required)
  • Concrete slump, temperature, air content tests
  • Concrete cube/cylinder compressive strength tests
  • Reinforcement tensile testing
  • Asphalt core testing
  • Field density tests

Building Material Testing

  • Block compressive strength testing
  • Water absorption tests (blocks, tiles, stone)
  • Waterproofing membrane integrity tests
  • Pull-out tests for anchors
  • Coating thickness testing
  • Fire rating certification verification

Landscape-Specific Testing

  • Soil fertility, salinity, and pH tests
  • Irrigation pressure testing
  • Water quality testing for irrigation and water features
  • Playground surface impact attenuation testing

3. Site Inspection & Material Verification

  • Inspect materials upon delivery to site.
  • Verify mill certificates for steel and structural materials.
  • Confirm compliance with approved samples and mock-ups.
  • Monitor storage conditions (cement, chemicals, waterproofing materials).
  • Ensure shelf-life compliance for paints, sealants, and chemicals.
  • Witness field tests and approve test results.

4. Supplier & Submittal Management

  • Review and approve material technical submittals.
  • Evaluate manufacturer certifications and compliance reports.
  • Coordinate with procurement for approved vendor lists.
  • Has experience in smart hub and IMAS Registration

5. Sustainability & Environmental Compliance

  • Ensure compliance with green building requirements.
  • Promote use of recycled and sustainable materials.
  • Review environmental product declarations (EPDs).
  • Monitor low-VOC materials for indoor air quality.
  • Verify sustainable timber certifications (e.g., FSC).

6. Coordination with Other Departments

  • Work closely with:
  • Structural Engineers
  • Landscape Architects
  • MEP Engineers
  • QA/QC Team
  • HSE Team
  • Provide technical advice during value engineering.
  • Assist in resolving material-related site issues.

7. Documentation & Reporting

  • Maintain material submittal logs.
  • Issue Material Inspection Requests (MIRs).
  • Prepare Non-Conformance Reports (NCRs).
  • Maintain testing records and compliance certificates.
  • Prepare monthly material compliance reports.

Required Qualifications

  • Bachelor’s Degree in Civil Engineering / Materials Engineering.
  • 3-5 years of experience in:
  • Building construction
  • Infrastructure works
  • Landscape and park development projects
  • Strong knowledge of QA/QC procedures.
  • Familiarity with international codes and specifications.
  • Experience in public parks, commercial buildings, or municipal projects preferred.
