About the role
Alkanna Consulting is seeking a senior Medicaid Eligibility & Enterprise Architecture Lead to support Technical Advisory Services for a state eligibility and enrollment environment. This role is designed for a leader who can bridge enterprise architecture, technical governance, portfolio management, vendor operations, MITA coordination, and procurement support in a Medicaid setting. The ideal candidate will bring direct experience with eligibility systems, enterprise architecture standards, technical portfolio management, and multi-vendor technical operations.
What you will do
- Support development and execution of the CARES enterprise architecture vision, goals, and roadmap.
- Maintain and enforce enterprise architecture standards and practices related to SDLC, web service development, secure coding, and infrastructure design.
- Maintain the enterprise systems inventory, including software, hardware, and versioning.
- Review proposed vendor solutions and recommend technically sound and cost-effective approaches that meet Medicaid business needs.
- Present technology work items to leadership for review and prioritization and support budgeting and planning activities.
- Participate in governance activities involving strategic planning, risk management, and work prioritization.
- Coordinate vendor services and technical operations, including software licensing, provisioning, inter-vendor operational requests, and SLA-related performance issues.
- Serve as a technical SME in future RFP development and oversee vendor-to-subvendor work tied to support services and technical operations.
- Support MITA / State Self-Assessment activities, including architecture gap analyses and updates to MITA-related planning artifacts.
Required qualifications
- Direct experience with Medicaid eligibility/enrollment systems, enterprise architecture, or comparable state health and human services technology environments.
- Experience with enterprise architecture governance, technical roadmaps, systems inventories, and vendor solution reviews.
- Experience with MITA, State Self-Assessments, or comparable Medicaid architecture/governance frameworks.
- Experience coordinating technology portfolio activities, prioritization, budgeting/planning, and cross-functional governance.
- Experience managing multi-vendor technical operations, licensing/provisioning workflows, and SLA/performance issue resolution.
- Ability to serve as a technical SME for procurements, solution reviews, and executive briefings.
- Ability to work remotely from within the contiguous U.S. and support Central Time operations.
Preferred qualifications
- Direct experience with CARES or a comparable state eligibility and enrollment platform.
- Experience with secure coding standards, web services, infrastructure design, and SDLC governance in government environments.
- Experience supporting Medicaid procurements, vendor oversight, and inter-agency technical coordination.
- Familiarity with Microsoft Project/PPM tools, Power BI, SharePoint, and Teams.
Pay: $145,000.00 - $215,000.00 per year
