Role Overview
The Medicaid Proposals Graphics Manager is a key member of the Proposal Strategy & Development team within a dynamic, mission-driven managed care organization. This role is responsible for the development of graphic art and visual materials that support Medicaid Request for Proposal (RFP) responses and related proposal and non-proposal deliverables in support of the Enterprise Growth department.
The Proposals Graphics Manager designs compelling, compliant, and on-brand graphics that support strategic storytelling in Medicaid and other government program proposals. This role works closely with proposal managers, writers, subject matter experts (SMEs), and business partners to create visuals that clearly convey complex healthcare concepts, solutions, and value propositions. This role ensures the accuracy, quality, and timeliness of all design elements and that they are consistent with corporate branding and messaging.
The Proposals Graphics Manager manages the graphics workstream across the full proposal lifecycle, from RFP release through submission, and contributes to continuous improvement by monitoring competitors’ visual approaches and updating standards and templates accordingly.

Responsibilities
Design and Visual Storytelling

Design high-quality, visually engaging graphics for Medicaid and other government RFP responses, including process flows, organizational charts, timelines, infographics, conceptual models, call-out boxes, and data visuals.

Translate technical, operational, and clinical content into clear, intuitive visual representations that enhance evaluators’ understanding and align with the overall proposal strategy and win themes.

Develop and refine visual concepts, layouts, and templates that communicate complex managed care and healthcare delivery models, population health strategies, quality and equity initiatives, and other solution elements.
Collaboration and Proposal Integration

Collaborate with proposal managers, content leads, writers, SMEs, and business stakeholders to understand strategy, win themes, key differentiators, and evaluation criteria.
- Ensure graphics and page layouts reinforce the overarching narrative, highlight value propositions, and support compliance with RFP requirements.

Participate in color team reviews (e.g., Pink, Red, Gold Teams) to gather feedback on graphics and visual flow and implement updates to improve clarity, persuasiveness, and compliance.
Document Layout and Production

Format and lay out proposal documents and sections using tools such as Adobe Creative Suite (InDesign, Illustrator, Photoshop, Acrobat), PowerPoint, Microsoft Word, Visio, and screen-capture tools (e.g., Snagit).

Integrate graphics, tables, and call-outs into narrative content to create polished, reviewer-friendly proposal documents.

Support the creation and refinement of presentation decks, marketing collateral, and other proposal-related deliverables that align with proposal messaging and visual standards.
Project and Workflow Management

Manage multiple graphics projects with competing deadlines in a fast-paced, deadline-driven environment, ensuring all commitments are met from RFP release through final submission.

Develop and maintain workback schedules and priorities for graphics tasks across concurrent proposals, escalating risks and proposing solutions as needed.

Coordinate with Proposal Managers and the broader Proposal Strategy & Development team to align on timelines, dependencies, and production milestones.
Templates, Tools, and Continuous Improvement

Maintain and continuously improve a library of reusable graphic templates, icons, visual elements, and style guides tailored to Medicaid and government proposals.

Review competitor proposals post-award (as available) to analyze graphics and visual strategies and identify opportunities to enhance ACFC’s visual storytelling and differentiation.

Recommend and help implement process improvements, standards, and best practices to increase efficiency, consistency, and impact of proposal graphics and layout.
Education and Experience

Bachelor’s Degree in Graphic Design, Visual Communication, or a related field — or equivalent combination of education and experience.

At least three (3) or more years of professional experience in graphic design, with at least three (3)+ years supporting proposals, preferably in the managed care, healthcare, or government contracting space
Other Skills

Proficiency in Adobe Creative Suite (Illustrator, InDesign, Photoshop), Microsoft Office (Word, PowerPoint), and other relevant design tools.

Strong portfolio demonstrating ability to create graphics that simplify and elevate complex information.

Excellent attention to detail, time management, and communication skills.

Ability to work independently and collaboratively in a deadline-driven environment.

Experience supporting government (e.g., Medicare, Medicaid) or commercial managed care RFPs.

Familiarity with proposal lifecycle

Understanding of healthcare operations, clinical programs, or Medicaid/Medicare services.
