I. Purpose of Job
Duties and responsibilities include supervising a caseload of adults to ensure Mental Health Court Policies/Procedures and court orders are followed, monitoring progress during probation, meeting with participants in their homes, performing crisis intervention, teaching life skills to participants, preparing recommendations and referrals, setting court dates, receiving payments, preparing reports, maintaining records, and other tasks as necessary and assigned.
II. Essential Job DutiesA. Candidate Assessment- Uses the TNRAS (Tennessee Risk & Needs Assessment) tool to define candidate eligibility per Tennessee Department of Mental Health & Substance Abuse Services guidelines.
- Coordinates completion of Release of Information documents to obtain current medical records for Mental Health Court candidates.
- If needed, schedules and monitors completion of Mental Health Evaluations to determine candidate DSM-5 Diagnosis.
- Proctors and ensures completion of candidate self-evaluation.
- Ensures any and all legal disclosures are provided to Mental Health Court candidates during the assessment process.
- Collects additional collateral information on candidates as needed from Healthcare Providers, Law Enforcement, Candidate’s Attorney, and/or District Attorney’s Office.
- Work in collaboration with treatment providers to develop a comprehensive treatment plan for candidates upon acceptance into the Mental Health Court Program.
- Gathers all relevant assessment results and provides them to the Mental Health Coordinator and the Mental Health Court team for review.
B. Individual Caseload Management- Supervises a caseload of adults placed into the Mental Health Court program through direct, hands-on participant oversight to ensure compliance with court orders and program requirements.
- Conducts frequent in-person and/or virtual check-ins with clients as needed by following pre-established Mental Health Court Policies & Procedures.
- Conducts random drug screens of clients which could take place at their home, place of employment, or during court appearances.
- Serves as a liaison between clients, their families, community resources, and other jurisdictions.
- Assists clients in finding employment, obtaining housing, obtaining appropriate healthcare, and other various areas of life that clients may need assistance in.
- With Mental Health Court Coordinator approval, utilizes Mental Health Court funds to assist clients with expenses related to clothing, food, shelter, and/or healthcare costs.
- Manages physical and electronic client files through both state and local databases.
- Frequently advises the Mental Health Court Coordinator on client progress and/or setbacks that require immediate attention.
- Advises the Mental Health Court Team of client status during by-weekly case staffing meetings and court reviews.
- Other duties may be assigned, as needed, by the Mental Health Court Coordinator to ensure caseload management needs are met.
C. Professional Development and Accountability- Maintains knowledge of new trends specifically related to Mental Health, Substance Abuse, and/or Criminal Justice.
- Completes required continuing education curriculum to retain any licenses or certifications currently acquired or acquired in the future.
- Maintains associated affiliations with state and national recovery court organizations including but not limited to; Tennessee Association of Recovery Court Professionals (TNARCP) and AllRise f.k.a. National Association of Recovery Court Professionals (NARCP).
- Strictly adheres to all confidentiality standards governing this position and communication between client, Mental Health Court staff, and outside stakeholders.

The main challenges involve juggling a diverse set of tasks-from caseload management to administrative duties-in a high-pressure environment. Balancing authority and empathy while ensuring adherence to court orders, handling crisis intervention, and maintaining consistent availability for support poses a complex challenge. Additionally, staying updated on legal and professional knowledge and effectively communicating with various stakeholders are crucial hurdles. It's a multifaceted role demanding organizational skills, flexibility, and a nuanced approach to complex situations.

VI. Key Competencies Required
Comprehensive, current knowledge of the laws & regulations pertaining to criminal behavior, addiction, and mental health. Thorough knowledge of NADCP best practices and evidence based best practices and regulations surrounding 42 CFR part 2 and HIPAA. Knowledge of mental health and substance abuse treatment resources in the area.
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
Ability to add and subtract two digit numbers and to multiply and divide with 10's and 100's. Ability to perform these operations using units of money and weight measurement, volume, and distance.
Ability to apply common sense understanding to carry out multi-step instructions furnished in written, oral, or diagram form. Ability to deal with problems by choosing from several known choices with frequent reliance on how problems were dealt with before.

Work Environment:
The work environment is primarily indoors in an office setting, but the incumbent is at times required to travel to other locations to perform duties and may be exposed to weather conditions. Incumbent could also be exposed to bodily fluid(s) during the course of prescribed duties.
VIII. Qualifications
Education and Experience: The required knowledge, skill, and abilities to satisfactorily perform job duties are normally acquired through attainment of Bachelor’s degree in Social Work, Psychology or closely related field supplemented by six months’ previous experience involving mental health, substance abuse, and/or criminal justice; or an equivalent combination of education and experience. Prefer Licensed LADAC, LPC, LCSW, or similar therapy licensure and/or Master’s degree in Social Work, Counseling or closely related field and five years’ previous experience.
Required Certification/Licenses:
Must possess and maintain a valid Tennessee Driver’s License.
Must be certified in approved drug screening protocols or obtain certification within a specified timeframe after hire.
Conditions of Employment
Must successfully pass a criminal background check prior to employment.
Must successfully complete all state-required and program-required training applicable to Mental Health Court operations.
