Job Description
Strategic ACI is seeking a Budget/Financial Analyst to serve as a member of a team supporting the NGA Financial Management Directorate (FM), Manpower and CivPay branch. The selected candidate will support government financial management operations, budget execution, resource planning, payroll processing, and financial analysis activities. This individual will assist with monitoring and coordinating program resource allocations, supporting agency financial processes, and providing analytical support to government leadership and stakeholders.
Responsibilities
Support the development of the IPBS/CBJB, IPBR/CJB, and President’s Budget exhibits and supporting products related to Senior Agency Leadership and Key Component (KC) programs.
Assist in defining, gathering, inputting, and managing financial requirements by working closely with government program managers.
Support the development and preparation of Senior Agency Leadership and KC budget congressional roll-out briefing materials, responses to questions for the record, requests for information, and other executive-level inquiries.
Support the development of agency briefing materials and responses to requests for information from ODNI, OSW, OMB, and other stakeholders, as appropriate.
Perform financial data analysis, including analyzing financial trends, reconciling data, generating reports, developing forecasts, and integrating supplemental data sources using automated reporting applications such as Python, R, Tableau, and similar tools.
Develop funding projections and financial forecasts to support payroll, accrual, budget execution, and operational funding requirements.
Analyze budget execution data to identify funding shortfalls, over-execution risks, and emerging resource requirements, and provide recommendations for corrective actions.
Exercise a solid working knowledge and capability in the use of spreadsheets, databases, data visualization tools, and Microsoft Office applications.
Justify and defend programs, budgets, and funding requirements through analytical products and supporting documentation.
Resolve resource management issues and assist government personnel with financial planning and execution activities.
Process NGA bi-weekly payroll and end-of-month accrual activities.
Process various funding documents, including MIPRs, MORDs, Award MIPRs, PLIs, 7600Bs, and other financial instruments.
Run GEAR reports and other financial system reports to monitor available spending authority, validate funding availability, and support document processing across current and prior fiscal years.
Process documents to realign and/or reprogram funds between CIVPAY Budget Line Items (BLIs) and other financial accounts as required.
Prepare weekly updates on funding actions, document processing status, available authority, and budget execution activities.
Provide funding information and financial analysis support to other KCs utilizing CIVPAY BLIs.
Build and maintain CIVPAY BLIs at the beginning of each fiscal year and support ongoing maintenance activities throughout the year.
Coordinate with internal NGA organizations, external agencies, and financial stakeholders to complete funding actions and resolve execution issues.
Create process improvements, automation solutions, and analytical tools that improve efficiency, accuracy, and visibility within CIVPAY and related financial processes.
Process document amendments involving the addition, transfer, realignment, or de-obligation of funds.
Research, compile, and provide documentation supporting audits, financial reviews, and other oversight activities.
Maintain audit-ready records and supporting documentation for funding actions, payroll activities, and financial transactions.
Train and mentor team members on CIVPAY processes, payroll procedures, budget execution activities, and related financial management functions.
Qualifications
Required:
Active TS/SCI Clearance and the ability to pass a CI Polygraph.
Bachelor’s degree or higher in a business-related field such as Business, Finance, Accounting, or Economics, or equivalent work experience in lieu of a degree.
Demonstrated specialized experience with DoD or other government agency budgetary or finance.
Desired:
Demonstrated experience with DoD or other Government Agency key budget execution processes including funds control, fund transfers, travel orders, and credit card purchases.
Demonstrated experience with fund execution policies for principal DoD appropriations.
Demonstrated understanding of all phases of the PPBE process to include Program and Budget documentation and justification through the IPBS/CBJB and IPBR/CJB processes.
Demonstrated experience with DoD and IC programs and budgets.
Experience working with payroll processing systems, budget execution systems (GEAR, GEO-F, Prism) to run reports and ensure payroll is on budget.
