Knowesis is currently seeking an experienced Military Medicine Research Program Manager (PM) with subject matter and grants management expertise in multiple military medical research areas to support the Science and Technology (S&T) Portfolios for the Defense Health Agency (DHA) Research and Engineering Directorate.
This hybrid position is in Frederick, MD. This position requires a Public Trust and U.S. Citizenship (applicants without proof of US citizenship will not be considered due to the position’s security clearance requirement).
The Job Duties and Responsibilities include, but are not limited to, the following:
- Provide support to the Portfolio Manager of one or more of the following S&T Portfolios: Biological Systems, Psychological Health, Combat Casualty Care, Military Infectious Diseases, Occupational and Environmental Medicine, as a collaborative member of the Portfolio team in managing research budget and execution activities, and in the assessment of the scientific quality, merit, military programmatic relevance, and progress of funded research.
- Provide scientific input and support to the Portfolio Manager by assisting in the development, review, and revision of strategic research plans.
- Assist in composing solicitations for research to support the Portfolio objectives.
- Review research proposals for scientific and programmatic merit and make recommendations to the Portfolio Manager for funding.
- Assist in monitoring progress, outcomes, changes, and issues related to the funded research projects.
- Develop and maintain electronic master files to track the progress of research projects including briefings, spreadsheets, and databases.
- Attend meetings and coordinate activities with DoD, other Federal agencies, academic, and industry laboratories.
- Prepare information papers, special studies, and analyses in response to taskings.
- Communicate with intramural and extramural principal investigators on programmatic matters.
- Compose technical summaries of DHA-sponsored research projects.
- Prepare and submit research management and Congressional reports.
- Assist in planning and coordinating technical meetings, workshops, and peer reviews and attend briefings/meetings/conferences.
- Assist the Portfolio Manager by preparing reports documenting budgetary status, schedule, and technical progress of Portfolio research.
Required Qualifications:
- Doctorate in a biomedical science directly related to Sensory Systems, Psychological Health, Combat Casualty Care, Military Infectious Diseases, or Occupational and Environmental Medicine biomedical research
- Minimum of 3 years of experience in performing infectious disease, sensory systems, combat casualty care, psychological health, or related research in a federal or DOD research laboratory.
- Minimum of 3 years of experience leading the management of one or more federal-funded research portfolios with military relevance, including strategy development, budget management, investment planning, solicitation development, and scientific review of research proposals.
- Minimum of 3 years of experience managing the cost, schedule, and performance of funded scientific research to achieve program objectives, milestones and deliverables, ensuring timely execution of funds.
- Excellent oral and written communication skills and ability to depict complex systems and processes in logical, comprehensive, concise reports, presentations, or graphics.
- High degree of professionalism, ensuring that products and communications are technically accurate and of professional quality.
- Demonstrates leadership in activities, as appropriate.
- Highly flexible and adaptable in applying research program management skills to research portfolios with different subject matter focus.
- Uses innovative, creative approaches when necessary (to meet novel needs and/or solve problems).
- Proficiency using Microsoft Office (e.g., Teams, Outlook, PowerPoint, Excel, Sharepoint).
- Must work effectively and collaboratively in a team environment.
Preferred Qualifications:
- Previous work in program management in the DoD scientific research environment.
- Experience with, or understanding of, DoD Research, Development, Test, and Evaluation (RDT&E) funding.
- Experience in oversight and management of science and technology research in support of DoD requirements, particularly related to military medicine.
- Experience in grants management.
