Position Overview
We are seeking experienced instructors and Subject Matter Experts (SMEs) to support delivery of the U.S. Navy's Fundamentals of Capability-Based Test & Evaluation (CBT&E) training program. Instructors will develop, customize, and deliver professional education courses to government personnel involved in acquisition, systems engineering, developmental testing, operational testing, and capability assessment activities.
The ideal candidate possesses significant experience in Department of Defense (DoD) Test & Evaluation (T&E), systems engineering, acquisition programs, or capability-based assessment methodologies and has a demonstrated ability to teach adult learners.
Key Responsibilities
- Deliver instructor-led training on Capability-Based Test & Evaluation principles and methodologies.
- Facilitate classroom discussions, workshops, and practical exercises.
- Develop and update course materials, student guides, presentations, and case studies.
- Explain the relationship between capability requirements, systems engineering, developmental testing, operational testing, and acquisition decision-making.
- Present real-world examples from DoD acquisition and T&E programs.
- Assess student comprehension through exercises, discussions, and evaluations.
- Collaborate with government stakeholders to tailor course content to organizational needs.
- Support continuous improvement of curriculum and instructional methods.
- Prepare after-action reports and training feedback summaries.
Required Qualifications
- Bachelor's degree in Engineering, Systems Engineering, Operations Research, Physical Sciences, Military Science, Education, or a related field.
- Minimum 10 years of experience in one or more of the following:
- Developmental Test & Evaluation (DT&E)
- Operational Test & Evaluation (OT&E)
- Capability-Based Test & Evaluation (CBT&E)
- Systems Engineering
- DoD Acquisition Programs
- Capability Assessment and Analysis
- Experience delivering professional training to adult learners.
- Strong presentation, facilitation, and communication skills.
- Ability to develop instructional materials and course content.
- Familiarity with DoD acquisition frameworks, requirements processes, and systems engineering principles.
Desired Qualifications
- Master's degree or PhD in a relevant discipline.
- Prior military service or civilian DoD experience.

- Acquisition Program Offices (PEOs/PMOs)
- Operational Commands
- Certified Test & Evaluation Professional (CTEP).
- Defense Acquisition Workforce Improvement Act (DAWIA) certifications.
- Certified Systems Engineering Professional (CSEP).
- Experience teaching at government training institutions, universities, or professional development organizations.
- Active Secret Clearance or higher.
