We are seeking an experienced Network Subject Matter Expert (SME) / Technical Advisor to support enterprise-level modernization initiatives.
This role is ideal for a senior network or cybersecurity professional who thrives in complex, high-visibility environments and can bridge technical depth with business strategy.

Position Summary

The Network SME / Technical Advisor will serve as the primary technical authority overseeing network design, modernization, and cybersecurity integration for large-scale infrastructure programs.

This role involves defining requirements, validating vendor designs, supporting RFP/RFI processes, and ensuring that all proposed architectures meet the highest standards of performance, compliance, and security.
You will work closely with program leadership, procurement teams, and legal SMEs to ensure that technical specifications translate directly into enforceable, measurable contractual obligations.

Key Responsibilities

  • Define technical architecture requirements and modernization strategies for large enterprise networks.
  • Evaluate vendor network designs, configurations, and proposals for compliance, scalability, and security.
  • Support development of RFP/RFI documents, SLAs, and performance metrics.
  • Provide technical validation for sourcing, contract, and risk management activities.
  • Conduct network assessments and identify optimization opportunities for cost, performance, and reliability.
  • Align modernization strategies with frameworks such as NIST 800-53, FedRAMP, and ISO 27001.
  • Advise leadership teams on emerging technologies, network resilience, and cybersecurity posture.
  • Serve as technical liaison between program management, legal, and vendor engineering teams.

Mandatory Qualifications

(Candidates who do not meet the following requirements will not be considered.)

  • 10+ years of experience in enterprise network engineering, infrastructure architecture, or cybersecurity advisory roles.
  • Proven experience supporting state, local, or federal IT modernization programs.
  • Deep understanding of SD-WAN, SASE, cloud networking, VPN, and hybrid network environments.
  • Hands-on expertise in Cisco, Fortinet, Palo Alto, or AWS/Azure network security platforms.
  • Strong understanding of NIST, ISO 27001, SOC 2, or similar compliance frameworks.
  • Demonstrated experience creating or validating SLAs, KPIs, and performance reporting frameworks.
  • Exceptional communication and documentation skills with both technical and executive audiences.
  • Bachelor’s degree in Computer Science, Information Technology, or a related field.
  • Must be a U.S. citizen or legally authorized to work in the United States.

Preferred Qualifications

  • Professional certifications such as CCNP, CISSP, AWS Certified Advanced Networking, or Azure Network Engineer Associate.
  • Experience integrating cybersecurity controls into large-scale network modernization programs.
  • Familiarity with Zero Trust Architecture (ZTA) and cloud governance models.
  • Prior consulting or advisory experience supporting public sector or defense organizations.
  • Experience conducting network risk assessments, penetration testing coordination, or SOC readiness reviews.

Work Environment

  • Hybrid: Primarily remote with scheduled on-site presence in San Diego, CA for workshops, technical validations, or executive reviews.

  • Requires availability during standard business hours and flexibility for critical project milestones.

Job Type: Contract

Projected Total Compensation: $80.00 - $90.00 per hour
