This is a professional level position involving the collection, evaluation, and analysis of investigative data. Supports all OIG units’ tip and complaint follow ups, inquiries, and investigations by developing and coordinating comprehensive background work-ups, implementing confidential data control, including with criminal background data applications and direct access investigative computer programs. This position reports to the Audit and Contract/Procurement Oversight Manager. Illustrative TasksResearches and collects information from investigative and public records databases. Compiles confidential information regarding complex investigations from multiple sources.Compiles and analyzes financial records, including bank records.Uses link analysis and activity charting.Recommends specific investigative direction based on conclusions drawn from analysis.Prepares written/oral reports on analytical findings and creates charts and graphical summaries as required.Attends meetings and other activities, participating and providing information and oversight.Ensures required procedures are followed regarding use, security and dissemination of data obtained using systems with license restrictions or required certifications.Attends and participates in all required training sessions.Completes routine administrative duties, including appropriate documentation of working activities. Corresponds and establishes contacts with various private government organizations.Other related duties as necessary and other duties as assigned. Knowledge, Abilities, and SkillsKnowledge of investigative techniques and procedures.Knowledge of various computer applications including state and local law enforcement databases designed to conduct background screening.Knowledge of federal and state statutes and regulations governing background screening and monitoring.Ability to develop and implement procedures and requirements in compliance with regulations and county policies.Ability to express ideas clearly and concisely, orally, in writing and in illustrative form.Ability to strictly maintain the confidentiality of sensitive information.Ability to obtain and maintain the certifications to access and use any necessary databases.Ability to establish and maintain effective and respectful working relationships with the general public, co-workers, and those under the OIG’s authority or jurisdiction. Ability to serve the public and fellow employees with honesty and integrity in full accord with the letter and spirit of the OIG Manual of Directives, including the OIG Code of Ethics and Standards of Conduct. Desirable Training and ExperienceBachelor’s degree from an accredited college or university. Substantial analytical or investigative experience in a law enforcement or criminal justice agency or may be substituted for the educational requirements. Excellent computer skills, including proficiency in word processing, spreadsheet, internet usage, public records databases, and flowcharting and presentation applications.
