Operations Control Center (OCC) Supervisor

Salary Range: $86,000 - $96,000

General Description:

Under the supervision of the Operations Control Center Manager, the Operations Control Center Supervisor is responsible for supervising daily OCC operations and overseeing dispatchers to ensure the safe and efficient movement of trains and On-Track equipment, proper control of the traction power system, and effective coordination of on-track work activities including providing on-track authorities and occupancy as allowed under the Operating Rules and Roadway Worker Protection Manual.

During the pre-revenue startup period, the OCC Supervisor plays a key role in supporting system testing, operational readiness activities, dispatcher training, and validation of OCC systems. The OCC Supervisor assists with the Dispatcher Training to support dispatcher qualification and readiness for revenue service.

This position serves as the primary on shift supervisory authority in the OCC, managing real time operations, responding to service disruptions and emergencies, and ensuring compliance with operating rules, procedures, and regulatory requirements. The OCC Supervisor provides leadership, guidance, and performance oversight for dispatchers and serves as a key support resource to the OCC Manager.

Responsibilities/Essential Functions:

  • Supervise daily Operations Control Center activities to ensure the safe, efficient, and compliant movement of trains in accordance with schedules, operating rules, procedures, and applicable regulations.
  • Provide direct supervision and guidance to dispatchers during assigned shifts, ensuring proper use of train control systems, communication protocols, and OCC procedures.
  • Support pre revenue startup activities including system testing, interface verification, and operational readiness exercises for train control, SCADA, communications, and traction power systems.
  • Assist with the implementation, operation, and validation of the Dispatcher Training Simulator, including supporting scenario execution, dispatcher evaluations, and readiness assessments.
  • Monitor rail traffic using computerized train control systems and ensure dispatchers properly select routing, apply and remove blocking devices, and issue permits and authorities.
  • Authorize, monitor, and coordinate on track work activities involving track, signal, structures, and traction power to minimize impacts to scheduled service.
  • Manage and respond to service disruptions, incidents, and emergency situations to protect the public, employees, and railroad property.
  • During incidents or emergencies, coordinate internal and external notifications and response activities with internal personnel and external emergency responders in accordance with established procedures.
  • Implement and support service recovery plans and alternate service operations during disruptions or emergencies.
  • Oversee the safe use of approved procedures and communication protocols for energizing and deenergizing traction power for maintenance and emergency purposes.
  • Maintain continuous communication with field personnel, supervisors, and other staff via radio or telephone, to coordinate train and on-track equipment movements and occupancy, maintenance activity, and power requests.
  • Ensure dispatcher compliance with operating rules, protocols, procedures, and regulatory requirements. Conduct and document Efficiency Tests and shift observations as assigned.
  • Provide input on dispatcher training needs, performance evaluations, and corrective actions in coordination with the OCC Manager.
  • Assist the OCC Manager with staff scheduling, coverage planning, and operational reporting as required.
  • Serve as acting OCC Manager when assigned or during manager absences, ensuring continuity of operations and decision making authority.
  • Cooperatively and efficiently performs related tasks and duties as required.

Additional/Miscellaneous/Special Requirements:

  • Acceptable drug/alcohol screen and pre-employment physical (including vision and hearing requirements) results upon hire and as regularly required by PLTO’s policy for position.
  • Willingness to work during evening and weekend hours as needed
  • Willingness to be on-call weekends or holidays on a rotating basis as determined by the OCC Manager
  • May be required to attend training, meetings, and classes for continued professional development which may require local travel within the Washington Metropolitan area.
  • Must possess a valid state driver’s license
  • Acceptable driving record must be maintained throughout entirety of employment.

Education and Experience:

  • An Associate or Bachelor’s degree from an accredited college or university in Transportation, Logistics, Business or Information Systems is preferred.
  • A minimum of three (3) years of experience in transit or railroad operations.
  • At least two (2) years’ experience as a dispatcher preferably in a high-density passenger service environment.
  • Previous experience and qualification operating Light Rail or Commuter Rail equipment is a plus.
  • Proficient with computer operation, Asset Management software, and the MS Office platform.
  • Experience in an FRA and/or FTA regulated environment preferred.
  • Extensive overall experience may be considered in lieu of advanced education.
  • Experience leading OCC activities during startup or commissioning phases of new rail service is highly desirable.
