Operations & Maintenance Manager

The Operations & Maintenance Manager (O&M Manager) is a senior management position responsible for developing and overseeing the full operations and maintenance framework for the high-speed rail project, encompassing station facilities, TBM tunnel infrastructure, fixed railway systems, and associated civil and MEP assets. Joining the project during the establishment phase, the O&M Manager will build the O&M strategy, policies, and organisational structure from the ground up - ensuring that all design, construction, and commissioning decisions are made with operational efficiency, asset longevity, and maintainability in mind. The role bridges the construction phase and the long term operational phase of the project, serving as the primary owner of operations readiness planning and post-handover maintenance governance.

  • Prior O&M leadership experience on high-speed rail, metro, or heavy rail projects in the GCC or Middle East region.
  • Experience managing the construction-to-operations transition on a greenfield rail project.
  • Familiarity with underground/tunnel operations, including tunnel ventilation management, emergency evacuation procedures, and confined space working protocols.
  • Working knowledge of PAS 55 or ISO 55001 certified asset management programmes.
  • Experience operating within a joint venture project structure with multiple employer/client interfaces.
  • Proficiency in CMMS platforms (e.g., IBM Maximo, SAP PM, IFS, Infor EAM) and BIM-integrated asset management workflows.
Skills

The ideal candidate brings extensive experience in railway operations and maintenance management, with a proven track record of leading the construction-to-operations transition on major rail or metro infrastructure projects. Strong working knowledge of CMMS platforms (such as IBM Maximo, SAP PM, or equivalent), O&M manual development, asset lifecycle management, and preventive maintenance strategy design is essential. F
