About the Role

Knox County Solid Waste Management District is seeking an Operations Manager to oversee the day-to-day operations of our recycling programs, Household Hazardous Waste services, rural recycling sites, and related environmental programs.

This position is ideal for someone who is organized, hands-on, safety-minded, and comfortable managing both operations and people. The Operations Manager plays a key leadership role in ensuring facilities, equipment, staff, compliance, and public services operate efficiently and professionally.

Key Responsibilities Operations & Facility Management

  • Oversee daily operations of the Recycling Center, HHW program, rural recycling sites, and cardboard recycling route
  • Monitor facility cleanliness, organization, maintenance, and safety
  • Coordinate equipment and vehicle inspections and maintenance
  • Assist with material handling, shipping, and transportation logistics
  • Ensure compliance with DOT, EPA, safety, and internal control policies
  • Respond to customer questions and provide excellent public service

Compliance & Reporting

  • Maintain operational records including:
  • Bills of lading
  • Shipping schedules
  • Safety logs
  • Equipment maintenance records
  • Recycling volume reports
  • Assist with budgeting, invoicing, and reconciliation
  • Prepare monthly and annual operational reports
  • Support grant writing, administration, and closeout activities

Leadership & Supervision

  • Supervise recycling center staff, HHW personnel, route operations, and volunteers
  • Promote safe work practices and policy compliance
  • Assist in resolving operational and safety concerns
  • Help coordinate special projects and community recycling initiatives

Equipment & Field Work

  • Operate forklifts, skid steers, pallet jacks, compactors, and district vehicles
  • Assist with loading/unloading materials
  • Perform outdoor work in varying weather conditions
  • Support grounds maintenance and snow removal as needed

Qualifications

Preferred candidates will have:

  • Bachelor’s degree in Environmental Science, Public Management, Natural Resources, or a related field
  • OR
  • Equivalent related work experience and leadership experience

Additional qualifications:

  • Strong leadership and organizational skills
  • Experience supervising staff or operations
  • Valid Indiana Driver’s License with For-Hire endorsement (or ability to obtain)
  • Ability to obtain:
  • 24-hour HAZWOPER certification
  • Powered Industrial Truck certification
  • Working knowledge of Microsoft Office and Outlook
  • Strong communication and customer service skills
  • Ability to work independently and manage multiple responsibilities

Physical Requirements

This role requires:

  • Frequent standing, lifting, bending, and outdoor work
  • Ability to lift up to 50 pounds
  • Operation of industrial equipment and district vehicles
  • Local travel with occasional overnight travel

Pay: From $45,000.00 per year
