Position Summary
RBCI is seeking a Operations Manager/Deputy PM to provide the Navy Medical Readiness Logistics Command (NMRLC) with the safe and efficient operation of heavy vehicles and material handling equipment in support of warehouse and logistics operations. This work is onsite at the Williamsburg, VA office. 5%-10% travel may be required.
This position is contingent upon contract award.

Duties & Responsibilities

Provide project management support for multi‑function contract operations, including planning, execution, coordination, and oversight of warehouse support, logistics, and supply chain activities.

Manage contract performance and personnel, ensuring assigned staff meet operational requirements, schedules, quality standards, and performance objectives.

Supervise and lead a workforce of at least ten (10) personnel performing similar or related logistics, warehousing, and supply chain functions under contract.

Oversee supply chain management operations, including general supply activities, material receiving, inventory management, shelf‑life management, disposal operations, and warehousing.

Apply comprehensive knowledge of warehousing storage management plans and accepted warehousing methods to ensure efficient material flow, storage utilization, and asset accountability.

Direct and monitor supply functions, operations, program requirements, and work methods to support mission readiness and operational effectiveness.

Ensure proper execution of warehousing methods and procedures, including material handling techniques related to receiving, issuing, storage, preservation, and distribution of materials.

Utilize warehouse management systems (WMS) and automated databases to track inventory, monitor performance metrics, and support data‑driven decision‑making.

Coordinate with Government representatives, functional leads, and internal stakeholders to resolve operational issues, implement improvements, and ensure compliance with contract and program requirements.

Prepare reports, briefings, schedules, and metrics using standard office automation tools to support contract oversight and management reviews.

Ensure contract operations comply with applicable DoD, Navy, NMRLC, safety, and regulatory requirements.

Perform additional responsibilities as assigned by senior management in support of mission and contract objectives.
Qualifications
-
Shall have a minimum of three (3) years of experience in project management on a multi‑function project, including contract management and personnel management.

Shall have a minimum of five (5) years of experience supervising at least ten (10) personnel performing similar or related types of work on contracts.

Shall have a minimum of three (3) years of experience in supply chain management environments that include general supply activities, receiving, inventory management, shelf‑life material management, disposal operations, and warehousing.

Shall possess knowledge of overall warehousing storage management plans and accepted warehousing methods.

Shall have knowledge of supply functions, operational processes, program requirements, and established work methods.

Shall have knowledge of warehousing procedures and material handling techniques, including activities related to material receiving, issuing, storage, and preservation.

Shall have knowledge of programs utilized in providing material and logistics support.

Shall be proficient in the use of Microsoft® Office applications, including Outlook, Word, Excel, and PowerPoint, as well as Adobe Acrobat®.

Shall have knowledge and hands‑on experience using a Warehouse Management System (WMS).

Shall have experience using database management systems such as Defense Medical Logistics Standard Support (DMLSS) or the ability to learn and operate government‑mandated logistics systems.

Shall possess strong organizational, communication, and leadership skills, with the ability to manage multiple functional areas in a fast‑paced operational environment.

Shall possess a valid U.S. driver's license.

Must be a U.S. Citizen and have the ability to obtain and maintain the required security clearance.
