The Oracle DBA owns the integrity, availability, performance, and security of all Oracle database systems supporting Healthcare's clinical, ERP, financial, supply-chain, and clinical research workloads. Oracle databases typically underpin HIS / EMR back-ends, ERP (Oracle EBS / Fusion), revenue cycle, supply-chain, and high-volume reporting platforms. The role exists to ensure that every Oracle instance is highly available (RAC / Data Guard), fully recoverable (RMAN, Data Guard, Flashback), performance-tuned, securely configured, and continuously compliant with DoH Abu Dhabi, ADHICS v2, and internal cybersecurity controls. Because hospital revenue cycle, clinical reporting, and operational continuity depend on these databases, the role carries direct accountability for clinical service availability and patient-care continuity.
2. Key Responsibilities

Administer the full lifecycle of Oracle Database (12c / 19c / 21c / 23ai) on Linux and Engineered Systems where deployed.

Operate Oracle Real Application Clusters (RAC), Data Guard (physical and logical standby), and Active Data Guard topologies.

Plan and execute backup, archive, and recovery using Oracle RMAN; validate recovery through scheduled restore drills.

Perform performance tuning-SQL tuning, AWR/ASH analysis, index strategy, partitioning, parallel execution, and PGA/SGA sizing.

Plan and execute Oracle patching-RU, RUR, PSU, and Critical Patch Updates (CPU)-within approved maintenance windows.

Operate and maintain ASM (Automatic Storage Management), grid infrastructure, and OEM (Oracle Enterprise Manager) Cloud Control.

Implement and maintain Oracle security-TDE, Database Vault, Data Redaction, Unified Auditing, and Advanced Security where licensed.

Support database refresh, cloning, and data masking between production, UAT, and development environments.

Lead L3 incident response for Oracle issues-ORA errors, RAC instance crashes, Data Guard gaps, performance degradation, and corruption.

Plan and execute Oracle upgrades, migrations, and Engineered Systems lifecycle activities (Exadata, ZDLRA where applicable).

Coordinate with application owners and ERP/clinical vendors on schema deployments, PL/SQL performance, and data layer issues.

Maintain capacity forecasts, recommend storage and infrastructure scaling, and right-size Oracle workloads.

Author and maintain Oracle runbooks, recovery playbooks, HA/DR procedures, and standard operating procedures.

Participate in CAB for Oracle changes; present RFCs and execute approved changes with full back-out plans.

Support DR drills-Data Guard switchover, failover, and reinstate operations with documented results.

Provide audit evidence for ADHICS, DoH, ISO 27001, and internal audit on Oracle access, encryption, backups, and patch compliance.

Implement Unified Audit and forward audit events to the central SIEM with required retention.

Maintain a documented database access matrix; review privileges quarterly with the cybersecurity team.

Integrate privileged DBA access with the PAM platform; eliminate shared accounts and direct OS-level access where avoidable.

Maintain backup retention aligned with DoH data retention guidance; produce monthly backup attestation reports.

Track and remediate Oracle vulnerabilities (CPU, vulnerability scans, CIS benchmark gaps) within agreed SLAs.

Maintain accurate CMDB records for every Oracle instance, including data classification (PHI/PII/financial).

Support data subject access, e-discovery, and forensic requests in coordination with cybersecurity and legal teams.

Provide audit evidence for DoH, ADHICS, ISO 27001, and internal audits on demand.
