Role Overview

We are seeking an Oracle Licensing Expert with strong technical, contractual, and analytical expertise to lead Oracle license governance, compliance management, and optimization initiatives within a complex enterprise environment.

The role requires hands-on experience with Oracle Licensing processes and practices, enterprise-scale reconciliation exercises, and proactive advisory on Oracle ULAs — procurement planning, renewal strategy, restructuring, and future-state optimization. The successful candidate will serve as a strategic licensing advisor to IT, procurement, finance, and leadership stakeholders.

Key Responsibilities

Oracle License Governance & Compliance

• Establish and maintain an accurate Oracle licensing baseline across all relevant environments.
• Conduct entitlement vs. deployment reconciliations for Oracle Database, Middleware, and related products.
• Interpret Oracle Master Agreements, ordering documents, support agreements, and ULAs.
• Identify compliance gaps, quantify exposure, and develop structured remediation plans.
• Implement governance processes to ensure ongoing compliance and risk mitigation.

ULA Strategy & Advisory

• Monitor and track ULA deployments in preparation for certification.
• Advise on ULA optimization strategies, including expansion, modification, renewal, or exit scenarios.
• Provide forward-looking recommendations on restructuring agreements based on usage trends and enterprise growth.

Optimization & Cost Control

• Identify underutilized, redundant, or misallocated licenses.
• Recommend consolidation, re-harvesting, or architectural adjustments to reduce licensing exposure.
• Support budgeting and renewal planning with accurate forecasting and cost-avoidance analysis.

Reporting & Stakeholder Advisory

• Deliver executive-level compliance, risk, and optimization reports.
• Advise IT leadership on licensing implications of infrastructure changes (e.g., virtualization, cloud migration, DR environments).
• Act as subject matter expert for Oracle licensing queries across the organization.

Required Experience

• 5+ years of hands-on experience in Oracle licensing, compliance, or enterprise SAM roles.
• Demonstrated experience managing and advising on Oracle ULAs (certification, renewal, modification, or exit).
• Strong knowledge of:
• Oracle Database (EE, SE2, Options, Management Packs)
• Oracle Middleware licensing
• Processor & Named User Plus metrics
• Core factor calculations
• Oracle partitioning and virtualization policies (e.g., VMware impact)
• Preferred hands-on experience with enterprise SAM tools (e.g., Flexera, Snow, ServiceNow SAM Pro, Oracle LMS scripts, or equivalent).
• Experience conducting large-scale license reconciliations in complex IT estates.
