ORR PREVENTION OF SEXUAL ABUSE (PSA) COMPLIANCE MANAGER
(BILINGUAL SPANISH REQUIRED)
JOB SUMMARY/ROLE:
The Rancho San Antonio (RSA) Prevention of Sexual Abuse (PSA) Compliance Manager is responsible for ensuring agency-wide compliance with federal regulatory requirements under the Interim Final Rule (IFR), 45 C.F.R. 411, which establishes standards for preventing, detecting, and responding to sexual abuse and sexual harassment in Office of Refugee Resettlement (ORR) care provider facilities. This position provides oversight, training, and monitoring to promote the safety and well-being of Unaccompanied Children (UC).
The PSA Compliance Manager demonstrates expertise in trauma-informed care and integrates the Attachment, Regulation and Competency (ARC) framework into daily interactions with staff and UC, ensuring a culture of safety, dignity, and respect.

SCHEDULE: Full-time 40 hours/week, some evening and weekend availability may be required
QUALIFICATIONS:
1. Bachelor’s degree in behavioral sciences, human services, or social service fields; or a bachelor's degree in business administration or management. Master’s degree in related field is preferred.
2. At least 3 years of experience working with child welfare standards, best practices, or quality assurance or compliance.
3. Experience with ORR, Title 22, licensing regulations, or federally funded child welfare programs strongly preferred.
6. Demonstrates clear and professional boundaries with agency staff, UCs, community partners, collaterals, and others in the execution of job duties and with regard to all professional responsibilities.
7. Possess the relevant experience and/or qualifications to work with UC and/or children with special needs.
8. Availability to be on-call for crisis related services may be required.
JOB DUTIES:
1. Oversee the implementation, monitoring, and compliance of IFR 45 C.F.R. 411 standards at the care provider facility
2. Conduct compliance reviews, audits, and site evaluations to assess adherence to PSA requirements
3. Develop and deliver staff training programs on preventing, detecting, and responding to sexual abuse and harassment, with an emphasis on trauma-informed practices
4. Serve as the primary point of contact for PSA compliance issues, ensuring timely reporting, documentation, and corrective actions
5. Provide guidance and technical assistance to leadership and staff on compliance obligations, risk reductions strategies, and best practices
6. Collaborate with multidisciplinary teams (legal, clinical, program, and administrative staff) to promote a culture of accountability and safety
7. Ensure that responses to allegations of sexual abuse/harassment align with federal regulations, agency policies, and child welfare standards
8. Maintain accurate and confidential records related to PSA compliance, training, and corrective actions
9. Continuously monitor updates to federal regulations and ORR policies and incorporate changes into agency compliance strategies
10. Apply the trauma-informed ARC framework in service delivery and interactions with Unaccompanied Children (UC).
11. Manage implementation and ongoing compliance with PSA standards, IFR, and sexual abuse/harassment prevention protocols, including staff training.
12. Facilitate PSA Orientation and refresher sessions for UC.
13. Monitor and ensure compliance with federal, state, and local regulations; update policies and procedures as needed.
14. Conduct audits of client and staff records to ensure adherence to licensing, contractual, and agency standards.
15. Collect, analyze, and report data on incidents, outcomes, and compliance indicators; support corrective action planning.
16. Investigate safety concerns, grievances, and alleged abuse; ensure timely reporting to authorities.
17. Monitor safety systems (cameras, alarms, equipment) and track resolution of identified issues.
18. Develop and deliver staff training on PSA and compliance standards; maintain up-to-date guidance.
19. Collaborate with program leadership, QA/QI, and clinical teams to integrate compliance into daily operations.
20. Maintain organized compliance documentation and participate in quality improvement initiatives.
21. Perform additional compliance, safety, and operational duties as assigned.

ADDITIONAL QUALIFICATIONS:

Must have the visual, physical, and technical ability to independently operate a variety of office equipment including the use of a computer. All agency employees, regardless of position, serve as role models for clients, staff, and members of the community. They must be able to demonstrate, appropriate expression of emotions, as well as appropriate role modeling. PHYSICAL REQUIREMENTS:
While performing this job, the incumbent must be able to lift heavy objects (up to 40 pounds). Will also require bending, stooping, filing, frequent sitting, twisting, typing, talking, hearing and repetitive motions. Occasional traveling, driving, walking, standing, grasping, pulling, pushing, and reaching.
