The Outside Plant (OSP) Construction Field Manager is responsible for leading and managing all OSP construction activities across Guam. This role ensures that projects are delivered on schedule, within budget, and in full compliance with local regulations and IT&E standards. The Manager will work closely with Guam-based contractors and coordinate with key agencies, including the Guam Department of Public Works, Guam Power Authority, and other utility partners to secure permits, align on requirements, and maintain smooth project execution. Success in this position requires a strong understanding of Guams geographic, environmental, and logistical conditions, enabling effective oversight of field operations, safety practices, and the unique challenges of island-based construction.

Responsibilities

  • Know and uphold the established IT&E Mission, policies and procedures, Department and Division objectives, quality assurance and safety programs and standards.
  • Manage daily field operations for OSP construction projects.
  • Coordinate with local contractors and labor forces to ensure timely and quality execution of work.
  • Ensure compliance with Guam-specific permitting and regulatory requirements.
  • Oversee installation of fiber optic cables, conduits, and related infrastructure.
  • Monitor project progress and provide regular updates to internal stakeholders.
  • Conduct site inspections to ensure adherence to safety and quality standards.
  • Resolve field issues and escalate concerns as necessary.
  • Maintain accurate documentation of work performed and materials used.
  • Perform other related duties or tasks as assigned or required.

Required Qualifications, Capabilities, And Skills

  • Associates or Bachelors degree in Engineering, Construction Management, Telecommunications, or a related field (preferred).
  • 35 years of experience in OSP construction, field management, or utility infrastructure preferred.

Preferred Qualifications, Capabilities, And Skills

  • Equivalent technical experience in OSP construction may be accepted in lieu of formal education
  • Certification or training in fiber optics, construction safety (OSHA), or project management is an advantage.

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. The physical activity of this position includes climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions.

Climbing towers of up to 260 feet is required.

The physical requirements of this position involve light work, exerting up to 20 pounds of force occasionally; up to 10 pounds of force frequently; a negligible amount of force constantly to move objects.

For visual acuity requirements including color, depth perception and field of vision, the worker is required to have close visual acuity to perform an activity such as: preparing and analyzing data and figures; viewing a computer terminal; visual inspection involving small defects, small parts, and/or operation of machines; using measurement devices; and/or assembly or fabrication of parts at distances close to the eyes.

In this role, the worker is subject to the following conditions: Inside environmental conditions and outside environmental conditions. Noise that may cause the worker to shout in order to be heard above the ambient noise level. Exposure to oscillating movements (vibration) of the extremities or whole body Subject to hazards, which includes a variety of work conditions such as proximity to moving mechanical parts, moving vehicles, electrical current, working on scaffolding and high places, exposure to high heat or exposure to chemicals. Required to function in narrow aisles or passageways. Required to climb towers of up to 260 feet.

About IT&E

Formerly Micronesian Telecommunications Corp, IT&E was a part of Verizon International. CITADEL acquired IT&E in 2005 after successfully navigating the US CIFUS process and the Federal Communications Commission. In 2006, a partnership was established with Sumitomo Corporation, one of Japans largest trading houses, which invested in the company as part of its telecommunications push. The company acquired IT&E in Guam, and together, became the largest wireless provider in Micronesia. The entire company was renamed IT&E. IT&E was the first in the region to offer 3G services with the launch of CDMA EVDO in 2009. It soon followed with the launch of 4G LTE in 2011.
