About the Role:
We are seeking a highly organized, detail-oriented, and proactive Overseas General Clerk to serve as the operational linchpin for our expanding U.S. office in the Greater Los Angeles area. This multifaceted role uniquely integrates the core functions of Human Resources, Office Administration, and Financial Bookkeeping, making you the vital link between our local operations and our China headquarters. The ideal candidate will be a trustworthy professional who thrives in a dynamic, cross-cultural environment and is capable of managing diverse responsibilities with precision and discretion.

Key Responsibilities:

Human Resources & Personnel Management:

Maintain accurate and confidential employee records, including personal files, contracts, and immigration/work authorization documentation.

Administer the full payroll cycle: oversee attendance tracking, calculate wages, process disbursements, and ensure compliance with local wage and hour laws.

Manage employee benefits programs, including health insurance enrollment, premium payments, and related inquiries.

Facilitate smooth onboarding and offboarding processes and serve as the primary local contact for HR-related questions.

Act as the key liaison with headquarters in China, providing timely and regular updates on staff status, team dynamics, and operational developments.

Administration & Office Operations:

Oversee general office management, including procurement of supplies, equipment maintenance, and vendor relations.

Manage office security systems, including alarm monitoring and access control protocols.

Administer intellectual property records, such as trademark registrations and renewals, in compliance with U.S. regulations.

Coordinate with IT service providers for network management, cybersecurity, and software support.

Handle additional administrative tasks as directed by management.

Finance & Bookkeeping:

Process accounts payable accurately and timely, including vendor invoices, utility bills, and operational expenses.

Perform basic bookkeeping duties, including bank reconciliations, petty cash management, and financial record-keeping.

Assist with tax preparation support and ensure adherence to local, state, and federal financial regulations.

Help maintain precise financial records and contribute to periodic financial reporting.

Requirements (Must-Have):

Minimum 2-3 years of hands-on experience in a combined role involving office administration, HR support, and/or bookkeeping.

Full professional proficiency in English (written and spoken). Proficiency in Mandarin Chinese is a significant advantage for seamless communication with our headquarters.

Demonstrable familiarity with Los Angeles/California labor laws, wage structures, and employment regulations.

Proven experience in payroll processing, basic accounting principles, and HRIS/record management.

High proficiency in Microsoft Office Suite (especially Excel) and experience with accounting software (e.g., QuickBooks, Xero).

Exceptional organizational skills, meticulous attention to detail, and a strong commitment to confidentiality and data integrity.

A proactive, solution-oriented mindset, with the ability to work independently and adapt in a cross-cultural business setting.

Preferred Qualifications (Nice-to-Have):

An Associate or Bachelor’s degree in Business Administration, Human Resources, Accounting, Finance, or a related field.

Prior experience working in an international corporation or a Sino-U.S. business context.

Specific knowledge of U.S. payroll tax requirements, 1099/W-2 processing, and California compliance standards.
