Parks Maintenance Laborer

GENERAL DESCRIPTION:

Under the general supervision of the Parks Manager, performs a variety of skilled and semi-skilled tasks related to the maintenance, operation, and improvement of municipal parks, facilities, and equipment. Duties include operating medium and heavy equipment; performing routine grounds maintenance such as mowing, trimming, and litter removal; emptying trash receptacles; and assisting with minor carpentry, plumbing, painting, and general facility upkeep. The position also involves performing routine maintenance and minor repairs on tools and equipment to ensure safe and efficient operation.

QUALIFICATIONS: An example of acceptable qualifications:

Completion of secondary education (high school diploma or GED equivalent), supplemented by maintenance and/or similar trade courses and six (6) months experience performing building and grounds maintenance, or equivalent combination of education, training, and experience which provides the required knowledge, skills, and abilities; must possess valid state of Ohio driver’s license; Commercial Driver’s License preferred not required.

LICENSURE OR CERTIFICATION REQUIREMENTS:

Must obtain Ohio Department of Agriculture Commercial Pesticide Applicator’s License within six (6) months of employment.

EQUIPMENT OPERATED: The following are examples only and are not intended to be all inclusive:

Computer, copier, printer, and other standard office equipment, pickup truck, dump truck, backhoe, man lift, mowers, tractor, weed eater, chainsaw, pole saw, posthole digger, drill press, and other hand and power tools.

INHERENTLY HAZARDOUS OR PHYSICALLY DEMANDING WORKING CONDITIONS:

The employee has exposure to chemical compounds found in an office environment (e.g., toner, correction fluid, etc.); works in the vicinity of floor or wall openings and/or elevated platforms; ascends and/or descends ladders, stairs, or scaffolds; works on and around powered platforms and/or vehicle mounted platforms; is exposed to environmental conditions which may result in injury from fumes, odors, dusts, mists, gases, and/or poorly ventilated work areas; exposed to possible injury from extremely noisy conditions above 85 db (e.g., mower, chainsaws); exposed to possible injury from hazardous gases, chemicals, flammables, air contaminants, unclean or unsanitary conditions, electrical shock; works with moving mechanical parts of equipment or machines (e.g., mowers, chainsaws, trimmers, backhoe, man lift); exposed to possible injury from falling from high places; works in or around crowds; has contact with potentially violent or emotionally distraught persons or vicious animals; has exposure to hot, cold, wet, humid, or windy weather conditions; exposure to hazardous driving conditions; occasionally lifts objects 80 pounds or less; frequently carries objects 50 pounds or less; frequently pushes objects 80 pounds or less.

Note: In accordance with the U.S. Department of Labor physical demands strength ratings, this is considered heavy work.

JOB DESCRIPTION AND WORKER CHARACTERISTICS:

JOB DUTIES in order of importance

ESSENTIAL FUNCTIONS OF THE POSITION: For purposes of 42 USC 12101:

50% (1) Mows and trims grass; cuts brush; performs landscaping; trims or removes trees; plants trees; maintains sport fields; installs decorative lighting, banners, etc. for special scheduled events.

15% (2) Performs painting, carpentry, plumbing, and other similar functions to maintain and repair park facilities and equipment (e.g., fixes broken picnic tables, benches, etc., repairs roofs, fixes broken playground equipment, repairs restrooms and shelter houses).

15% (3) Operates medium and heavy equipment (mowers, pickup truck, chipper, dump truck, man lift, backhoe, etc.) to perform maintenance and repair functions; operates hand and power tools; performs maintenance and minor repairs to equipment.

5% (4) Cleans and maintains restrooms; picks up litter; empties trash containers; performs flood cleanup.

5% (5) Sprays weeds, applies pesticides, and performs fogging for mosquitoes; assigned to night shift to perform fogging operations.

5% (6) Performs snow removal on downtown sidewalks, public walkways, bike paths, and at park facilities; subject to early call-in and flexible work schedule to accommodate early snow removal.

4% (7) May be temporarily assigned to perform duties normally performed by personnel from another city division.

(8) Maintains required licensures and certification, if any.

(9) Meets all job safety requirements and all applicable OSHA safety standards that pertain to essential functions.

(10) Demonstrates regular and predictable attendance.

OTHER DUTIES AND RESPONSIBILITIES:

1% Performs other duties as assigned.

MINIMUM ACCEPTABLE CHARACTERISTICS: (*indicates developed after employment)

Knowledge of: building and grounds maintenance and repair practices methods, tools, and equipment; safety practices and procedures; division policies and procedures;* equipment maintenance and minor repair.

Skill in: use and care of hand and power tools and shop equipment; operation of medium and heavy motorized equipment; carpentry; plumbing.

Ability to: follow instructions; perform heavy manual labor for extended periods of time in often adverse conditions; develop and maintain effective working relationships; collect, analyze, and interpret data; prepare accurate documentation.
