Position Summary
The City of Charlotte is seeking a qualified and detail-oriented Payroll & Accounts Payable Clerk to perform a variety of accounting, payroll, and financial administrative functions. Under the direction of the Finance Director/Treasurer, this position is responsible for payroll processing, accounts payable, cash management, and general ledger support, while ensuring compliance with applicable regulations and internal controls.
Key Responsibilities
Accounts Payable & Vendor Management
- Process invoices, claims, credit card transactions, and ACH payments
- Maintain vendor records, including W-9s and insurance documentation
- Prepare claims and expenditure reports for City Council
- Manage purchase orders and related documentation
Payroll Administration
- Process and maintain bi-weekly payroll
- Calculate wages, deductions, and employer liabilities
- Maintain employee payroll records and respond to inquiries
- Prepare payroll reports and annual W-2 forms
General Ledger & Accounting
- Prepare journal entries and reconcile accounts
- Assist with audit preparation and year-end reporting
- Support annual budget preparation
Treasury & Cash Management
- Perform daily cash balancing and bank reconciliations
- Process receipts, tax collections, and utility payments
- Maintain internal controls over cash handling
Administrative & Public Service Support
- Provide assistance to Finance and Utility Billing operations
- Respond to public inquiries and support various City services
- Perform additional duties as assigned
Qualifications
Education & Experience
- High school diploma or GED required
- Associate degree in accounting or related coursework preferred
- Minimum of three (3) years of accounting or bookkeeping experience, or equivalent combination of education and experience
- Municipal finance experience preferred
Knowledge, Skills & Abilities
- Knowledge of accounting principles and payroll processes
- Strong attention to detail and organizational skills
- Proficiency with computer systems and financial software
- Ability to maintain confidentiality and exercise sound judgment
- Strong communication and customer service skills
Working Conditions
- Office environment with frequent public interaction
- Periodic extended hours during payroll cycles, audits, and fiscal year-end
Compensation & Benefits
Compensation and benefits are established under the SEIU 517M Collective Bargaining Agreement for this classification.
