People & Culture Director

will lead the design and delivery of the organisation’s people strategy to attract, develop, engage, and retain talent across the business in Doha and the region. Reporting to the CEO (or Chief People Officer), the role partners with the executive team to align workforce planning, culture, and people operations with business objectives while ensuring compliance with Qatar labour law and local regulations.

Key responsibilities

  • Develop and implement a strategic people & culture plan that supports business goals, growth plans, and succession needs.
  • Lead end-to-end talent acquisition and onboarding for senior and critical roles, including employer branding and campus/agency partnerships.
  • Design and manage compensation, benefits and reward frameworks that are competitive in the Doha market and commercially sustainable.
  • Oversee performance management and succession planning: set frameworks, coach leaders, and ensure measurable development plans for high-potential employees.
  • Build and scale learning, leadership development, and career-path programs to close capability gaps and promote internal mobility.
  • Lead employee engagement, diversity & inclusion, and well‑being initiatives that strengthen culture and retention.
  • Provide expert advice on employee relations, disciplinary matters, investigations, and grievances; ensure fair and lawful resolution.
  • Ensure HR operations (payroll coordination, contracts, visas, records) run smoothly and in compliance with Qatar labour law, QFC or relevant regulatory frameworks.
  • Manage HR analytics and reporting (turnover, engagement, time-to-hire, cost-per-hire) and use data to inform decisions.
  • Oversee external provider relationships (payroll, benefits brokers, legal advisors, recruitment agencies) and the HR budget.
  • Serve as a senior member of the leadership team and a visible culture champion across the organization.

Qualifications

  • Bachelor’s degree in Human Resources, Business Administration, Psychology, or related field; Master’s/Human Resources certification (e.g., CIPD, SHRM-SCP, MBA) preferred.
  • 10+ years of progressive HR experience with at least 5 years in senior HR leadership, ideally in multinational or matrix organizations.
  • Prior experience working in Qatar or the Gulf region, with solid knowledge of local labour law, visa/work permit processes, and expatriate packages.
  • Proven track record in talent strategy, organizational design, change management, and employee relations at scale.

Skills and competencies

  • Strategic thinker with strong commercial acumen and the ability to translate business needs into people solutions.
  • Exceptional stakeholder management and influencing skills; comfortable briefing and advising C‑suite executives.
  • Strong knowledge of compensation design, benefits administration, and total rewards strategies.
  • Data-driven approach: experience using HR metrics and analytics tools to measure impact and guide decisions.
  • Demonstrated leadership and people management skills, including coaching and developing HR teams.
  • Excellent communication skills in English; Arabic proficiency is an advantage.
  • High integrity, confidentiality, and cultural sensitivity.

Preferred experience

  • Experience implementing HR systems (HRIS) and digitalization of HR processes.
  • Background in one or more of the organization’s key sectors (e.g., energy, finance, healthcare, education, construction).
  • Experience leading diversity, equity and inclusion (DEI) programs and wellbeing strategies.

Remuneration & benefits (sample / adapt as required)

  • Competitive base salary plus performance bonus.

Pay: QAR160.00 - QAR360.00 per hour
